Title
Substitute resolution authorizing the Commissioner of Health to enter into a Memorandum of Understanding with the Federal Bureau of Investigation (FBI) relative to the provision of medical countermeasures and supplies to the Milwaukee Division of the FBI.

Analysis
The purpose of this resolution is to authorize the Commissioner of Health to enter into an agreement with the Federal Bureau of Investigation (FBI) relative to the provision of medical countermeasures and supplies to the Milwaukee Division of the FBI.

Body
Whereas, The Milwaukee Health Department (MHD) and the FBI each provide vital and necessary services to the citizens of the City of Milwaukee during emergency situations involving manmade or naturally occurring biological events, including but not limited to, incidents of bioterrorism; and

Whereas, MHD may possess emergency medical countermeasures and supplies for use in such circumstances, which may be received from the Federal or State governments or which may be mobilized from internal resources; and

Whereas, The FBI may require immediate access to such medical countermeasures and supplies as are in the possession of MHD in order to safeguard its emergency response staff and to facilitate its ability to perform its law enforcement and related responsibilities in the context of an emergency situation involving a manmade or naturally occurring biological event; and

Whereas, MHD is willing and able to collaborate with the FBI with respect to the provision of such medical countermeasures and services for the aforesaid purposes and with respect to associated planning and operational matters; and

Whereas, Collaboration between the City and the FBI is an appropriate and desirable means to accomplish the goals of the City regarding emergency response in the event of manmade or naturally occurring biological events, including but not limited to, incidents or bioterrori...
