Resolution authorizing the City Clerk’s Office - Historic Preservation Commission to accept and expend a Certified Local Government grant received through the Wisconsin Historical Society.
Analysis
This resolution authorizes the City Clerk’s Office - Historic Preservation Commission to accept and expend a Certified Local Government grant of $16,500 awarded by the Wisconsin Historical Society. This grant will fund study for National Register of Historic Places listing for two historically Black churches: Calvary Baptist Church at 2959 N. Teutonia Avenue and St. Benedict the Moor Roman Catholic Church at 930 W. State Street.

Whereas, In 2023, the Historic Preservation Commission (HPC) oversaw a survey to expand on the 1966 “City of Steeples” report, and in doing so, to catalog Milwaukee’s Modern religious architecture, with an eye towards documenting Milwaukee’s Black and non-Christian religious histories; and
Whereas, By using houses of worship as a basis and covering previously neglected areas of the city, the Historic Preservation Commission engaged in citywide outreach, focusing on 20th-century targets in every aldermanic district; and
Whereas, The HPC’s 2023 survey identified 38 religious properties potentially eligible for local historic designation and/or listing on the National Register of Historic Places; and
Whereas, The Wisconsin Historical Society selected two historically black churches for potential listing on the National Register of Historic Places:
• Calvary Baptist Church at 2959 N. Teutonia Avenue (Ald. District 6)
• St. Benedict the Moor Roman Catholic Church at 930 W. State Street (Ald. District 4)
; and
Whereas, The Wisconsin Historical Society has awarded the City Clerk’s Office - Historic Preservation Commission a Certified Local Government grant of $16,500 grant to fund the research and preparation necessary for National Register listing for these two churches; and
Whereas, The City Clerk’s Office - Historic Preservation Commission has developed a Certified Local Government grant project, and will oversee this project for the duration of the grant; and
Whereas, There is no City match required for this grant; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Clerk’s Office - Historic Preservation Commission is authorized to accept and expend up to $16,500 in Certified Local Government grant funds awarded by the Wisconsin Historical Society to fund National Register listing for Calvary Baptist Church and St. Benedict the Moor Roman Catholic Church; and, be it
Further Resolved, That the City Clerk’s Office - Historic Preservation Commission is authorized to accept and expend this grant funding without further approval unless the terms of the grant change, as indicated in s. 304-81 of the Code of Ordinances; and, be it
Further Resolved, That the City Clerk’s Office - Historic Preservation Commission is authorized to issue requests-for-proposals and let contracts consistent with City policy as needed for the services to conduct the survey and research for this Certified Local Government grant project; and, be it
Further Resolved, That the City Comptroller is authorized and directed to:
1. Commit funds within the Project/Grant Parent of the 2024 Special Revenue - Grant and Aid Projects Fund, the following amount for the project titled Certified Local Government Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels and budget against these Project/Grant values the amount required under the grant agreement.

Further Resolved, That these funds are budgeted for the City Clerk’s Office - Historic Preservation Commission, which is authorized to expend from the amount budgeted for, sums for specified purposes as indicated in the grant budget and incur costs consistent with that award.
