Title

A substitute ordinance to further amend the 2024 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Department of Administration (Office of Equity and Inclusion), Department of Emergency Communications, Fire and Police Commission, Fire Department, Health Department (Community Health Division; Clinical Services Division; Policy, Innovation and Engagement Division), Library, Police Department, Department of Public Works (Infrastructure Services Division, Operations Division)

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Fire Department, Support Bureau, Construction and Maintenance Division”, add two positions of “Youth Apprentice (0.5 FTE)”.

 

Under “Library, Administrative Services Decision Unit, Communications and Marketing Division”, add one position of “Community Relations and Engagement Director (X)(Y)” and add five positions of “Temporary Community Education Assistant (X)”.

 

Under “Police Department”, amend footnotes (K) and (N) to read:

 

“(K)                      High Intensity Drug Trafficking Areas (HIDTA) Program Grant: Position authority to expire 12/31/2024 unless the HIDTA Program Grant is extended.”

 

“(N)                      Milwaukee Metropolitan Drug Enforcement Group Grant: Position authority to expire 12/31/2024 unless the Milwaukee Metropolitan Drug Enforcement Group Grant is extended.”

 

Part 2.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2024 - December 24, 2023):

 

Under “Department of Emergency Communications”, delete two positions of “Emergency Communications Officer IV - Training”, delete one position of “Emergency Communications Administrative Assistant IV”, add two positions of “Administrative Assistant IV”, and delete one position of “Emergency Communications Administrative Assistant III” and add one position of

“Administrative Assistant III”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 8, 2024 - March 31, 2024):

 

Under “Department of Administration, Office of the Director, Office of Equity and Inclusion”, delete one position of “Data Specialist” and add one position of “Data and Evaluation Specialist”.

 

Under “Fire and Police Commission, Administrative Services Section”, delete one position of “Administrative Support Specialist” and add one position of “Administrative Specialist - Senior”.

 

Under “Health Department, Community Health Division”, delete one position of “Public Health Nurse Supervisor (X)” and add one position of “Health Center Administrative Manager (X)”.

 

Under “Health Department, Policy, Innovation & Engagement Division, Community Health Planning and Coordination”, delete one position of “Lead Program Information Specialist (CDLD)” and add one position “Data and Evaluation Coordinator (CDLD)”.

 

Under “Department of Public Works - Infrastructure Services Division, Bridges & Buildings Decision Unit, MKE Parks”, delete two positions of “MKE Parks Operation Technician” and add two positions of “MKE Parks Worker”.

 

Under “Department of Public Works - Operations Division, Administration, General Office”, delete one position of “Program Assistant II” and add one position of “Human Resources Assistant”.

 

Part 4.  Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 10, 2024 - April 28, 2024):

 

Under “Health Department, Community Health Division”, add two positions of “Family and Community Health Director (X)(Y)(MCH)”

 

Under “Maternal & Child Health”, delete one position of “Maternal and Child Health Director (X)(Y)(MCH)”.

 

Under “Prenatal & Reproductive Health”, delete one position of “Community Outreach Specialist (X)”.

 

Under “Health Department, Clinical Services Division, Disease Control & Prevention”, delete one position of “Infectious Disease Program Manager (X)(Y)” and add one position of “Infectious Disease Program Director (X)(Y)”.

 

Under “Sexual & Reproductive Health”, delete one position of “Sexual and Reproductive Health Program Manager (X)(Y)” and add one position of “Sexual and Reproductive Health Program Director (X)(Y)”.

 

Part 5.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 6.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2024 (December 24, 2023).

 

Part 7.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 8, 2024 (March 31, 2024).

 

Part 8.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 10, 2024 (April 28, 2024).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
