Title

Substitute resolution directing the Commissioner of Public Works to execute a document titled “Cost Sharing Memo of Understanding Between the City of Milwaukee and the Cities of Greenfield, St. Francis, and West Allis” for the planning of the South Powerline Trail Planning Study project.

Analysis

This resolution directs the Commissioner of Public Works to execute a document titled “Cost Sharing Memo of Understanding Between the City of Milwaukee and the Cities of Greenfield, St. Francis, and West Allis” for the cost sharing of the planning of the South Powerline Trail Planning Study with a total estimated cost of the project to be $250,000, with a grantor share of $200,000, and a local of $50,000, of which the City’s share is $28,500, the City of Greenfield’s share is $4,000, the City of St. Francis’ share is $10,000, and the City of West Allis’ share is $7,500.

Body

Whereas, The City of Milwaukee received grant funds from the Wisconsin Department of Transportation’s (WisDOT) Transportation Alternatives Program (TAP) grant program (WisDOT Project ID 2984-35-02); and

 

Whereas, the City of Milwaukee Common Council authorized funding for this project by resolution (File Number 230183); and,

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and

 

Whereas, the City of Greenfield has constructed the Powerline Trail from South 104th Street to South 60th Street; and

 

Whereas, the City of Greenfield and City of Milwaukee are constructing the Powerline Trail from South 60th Street to Pondview Park; and

 

Whereas, The 2010 Milwaukee by Bike Plan recommended the South Side Powerline Trail as a proposed new off-street trail; and

Whereas, The City of Milwaukee will be the lead agency of the project planning; and

 

Whereas, This project is expected to be completed in 2025; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public works is hereby authorized to execute the document titled “Cost Sharing Memo of Understanding Between the City of Milwaukee and the Cities of Greenfield, St. Francis, and West Allis” for the cost sharing of the planning of the South Powerline Trail Planning Study with a copy of which is attached to Common Council Resolution File Number 231705, and is incorporated by reference as though set forth in full.
