Minutes note: Jerrel Kruschke and Mike Amsden - DPW Reported that the new pilot program will have 2 operators instead of 3. There was a $400K revenue for the City that goes to the transportation fund for protecting bike lanes. There will be a $100 fee per scooter upfront instead of the $50 and .25 cents per ride. Ald. Bauman suggested to include a clause that the operator have an office in the City of Milwaukee.

Analysis
This resolution directs the Department of Public Works to establish a dockless mobility system program to take the place of the dockless motorized scooter pilot studies under which dockless systems have operated in Milwaukee since 2019. The dockless mobility system program shall be in operation for a minimum of 2 years and shall consist of not more than 2 dockless mobility system operators.
Body
Whereas, The Department of Public Works conducted dockless motorized scooter pilot studies in 2019, 2021, and 2022-2023; and

Whereas, Based on the findings and results of the 2019, 2021, and 2022 - 2023 dockless motorized scooter pilot studies, the Department of Public Works recommended establishing a dockless motorized scooter program or, more generally, a dockless mobility system program (with the latter term including not only scooters, but also bicycles, skateboards and other micro-mobility vehicles; and

Whereas, Common Council File Number 231649 is an ordinance that eliminates code references to dockless mobility system pilot studies and provides for creation and administration of a dockless mobility system program; now, therefore, be it

Resolved, By the Common Council and the City of Milwaukee, that the Department of Public Works is directed to establish a dockless mobility system program; and, be it

Further Resolved, That the dockless mobility system program shall commence no earlier than April 1, 2024, unless otherwise authorized by the Common Council; and, be it
