Title
Resolution to execute a 2010-2012 Emergency Medical Services Agreement for paramedic services with Milwaukee County.

Analysis
This resolution approves a three-year paramedic service agreement between the City of Milwaukee and County of Milwaukee.

Body
Whereas, Section 304-24 of the City of Milwaukee Code of Ordinances regulates the receipt appropriation and expenditure of contributions received by the City; and

Whereas, The City of Milwaukee and County of Milwaukee entered into a contract for paramedic services on August 25, 1977; and

Whereas, The current contract between the City of Milwaukee and County of Milwaukee expired on December 31, 2009, pursuant to an automatic one year additional extension clause under paragraph 2.10 of the agreement; and

Whereas, The new contract amends various terms from the previous agreement, requiring the parties to provide or perform in capacities including but not limited to

1. By November 30th of a given year, the City informs the County of the number of roster spots for September scheduled EMT/Paramedic classes.
2. The City reimburses the County for the cost of students who do not complete entry into the County EMS system as a paramedic after having utilized County educational resources
3. Effective July 1, 2010, the County requires that all paramedics who are currently a National Registry EMT Paramedic to maintain their NREMTP status in order to practice in the County EMS system.
4. The County purchases and replaces cardiac monitor-defibrillator and communication equipment necessary to transmit voice and ECG data on MED units based on the County’s annual financial means and in cooperation with the City; and
5. The County seeks accreditation by January 1, 2013 from the Committee on Accreditation of Education Programs for EMS Professionals CoAEMSP in accordance with the directive by the National Registry of EMTS that candidates taking the NREM...
