Title
Substitute resolution authorizing the transfer and expenditure of $120,000 from the Neighborhood Commercial District Street Improvement Fund for the National Avenue Transportation Enhancement Project.
Analysis
This substitute resolution directs the appropriate City officials to transfer $120,000 from the Neighborhood Commercial District Street Improvement Fund account to a new subaccount. This street enhancement project is located along West National Avenue from 27th to 39th Streets in the Silver City Main Street Milwaukee District. The project will include commercial district amenities such as installation of harp style lighting, bicycle lanes, commercial district signage and specialty paving at designated intersections.
Body
Whereas, The 2009 City of Milwaukee's (“City”) Capital Budget contains $120,000 in the Neighborhood Commercial District Street Improvement Fund; and

Whereas, The City has an ongoing commitment to the revitalization of commercial districts in urban neighborhoods; and

Whereas, On November 3, 2004, the Common Council of the City of Milwaukee established the Main Street Milwaukee Program and created a board to implement the program via File Nos. 031155 and 040858; and

Whereas, The Layton Boulevard West Neighbors and the Silver City Main Street Milwaukee District operate along West National Avenue from South 27th to South 39th Streets; and

Whereas, The Layton Boulevard West Neighbors and the Silver City Main Street Milwaukee District have worked collectively with area business owners to market and promote the commercial district; and

Whereas, The proposed public way improvements will include the installation of harp style lighting, bicycle lanes, commercial district signage, specialty paving at designated intersections and other commercial district enhancements that will greatly improve the West National Avenue commercial district; and
