Title

Resolution relating to the City of Milwaukee Password Policy.

Analysis

This resolution revises the City’s Password Policy to reflect changes in password requirements to effectively protect information systems and data from unauthorized access.

Body

 

Whereas, Common Council File Number 110079, adopted on May 24,2011, established a City of Milwaukee Password Policy for City employees and departments; and

 

Whereas, technology solutions and standard practices to protect information systems have changed substantially since this initial password policy was established; and

 

Whereas, an updated password policy incorporating new technology solutions and standard practices will help to improve the City’s security posture above and beyond what is currently required by the current password policy, as well as improve operational efficiencies; and

 

Whereas, The City Information Management Committee is responsible for policy and management of the City’s information resources; and

 

Whereas, On December 7, 2023, the City Information Management Committee approved revisions to the City’s Password Policy to implement changes including requiring the use of Multi-Factor Authentication (MFA) wherever possible, recommending the use of password managers, and encouraging better use of strong passwords by removing the requirement to regularly change passwords based on calendar expiration requirements; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that a revised Password Policy, a copy of which is attached to this file, is adopted as City policy.
