Title
Substitute resolution establishing accountability reporting requirements for certain positions.
Analysis
This resolution requires annual reports from mayor-appointed employees whose appointments are subject to Common Council approval.
Body
Whereas, Common Council Ordinance File Number 231095 relates to the salaries of City officials and the Mayor; and
Whereas, While the last time City of Milwaukee elected officials received a salary increase was 2008, State legislators have received a cost-of-living increase biennially during the same timeframe and elected officials in comparable cities have received several increases in the same timeframe; and
Whereas, Common Council Communication File Number 231364 relates to the proposed rates of pay for elected officials and leadership classifications; and
Whereas, According to the United States Congress Joint Economic Committee’s December 2023 report for Wisconsin, the Consumer Price Index for all Urban Consumers over the last 12 months shows a 7.7% increase, and that is just for this past year alone - the increase is much greater over the 15-year period since there was last an increase for elected City officials; and
Whereas, According to the Wisconsin Department of Revenue’s August 2023 Wisconsin Economic Forecast whitepaper, high inflation rates yielded a decline of 3.7% in real personal income in 2022, which is just a fraction of the past 15 years of real personal income decline; and
Whereas, Salaries have remained stagnant for Mayor-appointed employees subject to Common Council approval, which has created difficulty in filling these key leadership positions; and
Whereas, The Common Council has experienced difficulty in obtaining key communication and sharing of information from some departments and those in key leadership positions; and
Whereas, Regular reporting on the accountability of executives in key leadership positions is likely to facilitate increased communication among Mayoral appointees and the Common Council; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that employees with an annual reporting footnote designation in the Positions Ordinance shall annually contact each member of the Common Council for the purpose of obtaining feedback from each Council member relating to that person’s performance in their position; and, be it
Further Resolved, That the feedback shall be related to, at minimum, the following four key areas:
1. Aspects of the employee’s job performance that meet the Council member’s expectations satisfactorily.
2. Areas for improvement of the employee’s job performance.
3. Aspects that the employee’s department is performing satisfactorily.
4. Areas for improvement of the employee’s department.

Further Resolved, That each employee with an annual reporting footnote designation in the Positions Ordinance shall report to the Common Council annually on the results of the feedback obtained.
