Title
A substitute ordinance relating to youth council membership.

Analysis
This ordinance makes the following changes with regard to membership on the city of Milwaukee youth council:
1. Requires that one member reside in each aldermanic district.
2. Eliminates the youth council selection committee and assigns recruitment to the city clerk’s office.
3. Provides that no person shall be nominated who is scheduled to graduate before the end of the term for which he or she is being nominated.
4. Repeals the requirement that each common council member nominate one resident to the youth council.
5. Establishes a term for members from November 1 to October 31 of the following year.
6. Requires that only vacancies of 120 days or more are to be filled.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 320-45-2-0 of the code is amended to read:
320-45. Youth Council.
2. COMPOSITION. The youth council shall be comprised of 15 members, [[who shall be of ages 18 and under upon appointment]]>>one residing in each aldermanic district<<. Each youth council member shall:
Part 2. Section 320-45-3 of the code is repealed and recreated to read:
3. SELECTION. The city clerk’s office shall be responsible for recruitment of individuals to serve on the youth council. Nominations shall be submitted annually no later than October 1 to the common council for confirmation. No person shall be nominated who is scheduled to graduate before the end of the term for which he or she is being nominated.
Part 3. Section 320-45-4-b of the code is repealed and recreated to read:
4. TERM OF OFFICE.
b. Members shall serve a term from November 1 to October 31 of the following year.
