Title
Resolution relating to unused or unencumbered American Rescue Plan Act funds.
Analysis
This resolution directs the use of funding from the American Rescue Plan Act to be placed in the control of the Common Council, if any funds are unused or unencumbered.
Body
Whereas, The 2024 Adopted Budget includes a Common Council-added footnote (Amendment 20) assigning unused or unencumbered remaining American Rescue Plan Act (ARPA) funds to the control of the Common Council for direction of utilization; and
Whereas, On June 15, 2021, the Common Council passed Resolution File Number 210268, authorizing the acceptance of an ARPA grant from the U.S. Department of the Treasury; and
Whereas, The Common Council has approved several resolutions authorizing allocation, adjustment, and reallocation of ARPA funds, including File Numbers 210894, 211526, 211939, 220707, 220703, and 230752; and
Whereas, On June 21, 2022, the Common Council passed Resolution File Number 211910, relating to the creation of the ARPA Funding Allocation Task Force; and
Whereas, It is anticipated that ARPA funds may need to be adjusted and reallocated prior to the encumbrance deadline of December 31, 2024; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that if there are any remaining funds from the American Rescue Plan Act that are unused or unencumbered by June 30, 2024, those funds shall be placed in control of the Common Council for direction of utilization.
