10/11/20230 COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE HELD TO CALL OF THE CHAIR

Minutes note: Steve Mahan, Community Block Grants Administration director, gave a presentation and introduced his staff present. There were approximately 40 members of the public present. Luke Knapp present for Pres. Perez, in whose district the meeting was held. Speakers: 1. LIz Franczyk - FAST Fund at MATC. This fund was started 7 years ago to help MATC students with urgent financial needs. The majority of students come from low-income families and lots of federal funding has ended. 2. Bria Burris - former MATC student who received FAST funds and now works for the Social Development Commission (SDC). 3. Brianna Hernandez - Southside Organizing Committee (SOC) summer youth intern. 4. Davieona Davis - SOC summer youth intern. 5. Laura Vazquez - Wisconsin Hispanic Scholarship Foundation (the hosts of Mexican Fiesta). Main mission it to support Hispanic students going to college through scholarships. This year they supported 16 students and well has had coat and toy drives. 6. Alexis Scroggins - SOC summer youth intern. 7. Jesus Hernandez - supports SOC, he is an independent Medicare sales agent that began his career as a community organizer for SOC. 8. Clarissa Morales - former employee of SOC who now works for the Riverworks Development Corp. She supports SOC. 9. Megan Wanke - Fair Housing Council - the core of their program is enforcement and following up on complaints. 10. Jake Weiler - Director of Housing for the Milwaukee Christian Center; he really supports the work of the Youth Build program. 11. Faryn Benedict - Supports Safe and Sound. 12. JoAnna Bautch - VIA CDC - supports the CDGA Office and thanks the City of Milwaukee for its support. The money has allowed them to expand their work and also do rehab work. 13. Yvonne Walton - mother of 6, one of her daughters is doing Earn and Learn. She supports SOC. 14. Deanne Lawson - Inner Beauty Center - helps women get off the streets and addresses homelessness and addiction. 15. Jacob Rogahn - Latino Chamber of Commerce of Southeast Wisconsin - functions as an alternative bank for minorities. 16. Wendy Weckler - Director of Hope House, thanks the city for its support and hopes that it continues. 17. Alexa Nutile - Woodland Pattern Book Center - supports funding of youth services and especially need funds for elementary-school-age children. 18. Bridget Whitaker - Executive Director of Safe and Sound. 19. Jared Bell - City Champs - a free martial arts program to teach confidence and respect; they serve 3,000 youth in a year. 20. Ezzard Charles White - Founder and Director of One Hope Made Strong (OHMS) - trains young men and women as electricians, plumbers, welders and CAD designers. Meeting adjourned: 7:23 P.M. Linda M. Minutes note: Steve Mahan, Community Block Grants Administration director gave his presentation and introduced his staff. There were approximately 30 members of the public present. Speakers: 1. Toni White - WRTP BIG STEP Chief Operating Officer - would like funding for Commercial Drivers' Licensing support as there is a need and these are family-supporting jobs. 2. Richard Badger - Workforce Development - he also supports Commercial Drivers' Licensing support. 3. Donta Holmes - Safe and Sound - trying to connect with youth and young adults and working on community organizing. Would like more funds aimed at safe driving. 4. James Hiller - Burleigh Street Community Development Corporation - his biggest concern is to develop and invest in safety and perceived safety in any way possible. He would like to create relationships between fledgling businesses and export mentors. He would also like to see group funding and organizations not working in silos as much. 5. Eddie Hatch - Gave members a handout relating to his lawsuit against the city re. the Villard Library. 6. Steven Hunter - supports wellness and nature efforts. He was involved with raising four baby goats. 7. Maurice Madison - Love 4 Kids - he is working in schools and the kids have no extra curriculars, such as home economics, woodworking, etc. He is seeking funding for a safe environment for kids. 8. District Attorney John Chisholm - seeking continuing funding for the Community Partnership Program which works with Safe and Sound and the Southside Organizing Committee. The challenge is the pay raises for the district attorneys means providing their services will cost more. 9. Bria Grant - Unite WI - has worked with the Milwaukee Health Dept and the Dept. of Administration, but the main issue is procuring and accessing funds. Her mental health has been exacerbated working with the city. 10. Gregory Lewis - Pastors United - wants to use funds to educate the community on voting, as well as providing safe and nice house that people can own and rehab houses. 11. Kelly Felder - North Ave. BID #28 Executive Director - wants funds for economic development and underfunded BIDs. In-rem properties fall into decay under city ownership and then the city wants a lot of money from potential owners. She wants the city to plant and maintain flowers in the corridor. 12. Sharon Adams - Asking for economic development in the commercial corridors and to see more jobs and growth in the water sector and the environmental area.

Whereas, The Community and Economic Development Committee recommends approval of the Funding Allocation Plan of activities and funding recommendation for funding year 2024 as attached; and

 

Whereas, The City of Milwaukee appears to be eligible for community development entitlement funding for year 2024 estimated at $24,100,000 (CDBG funds $15,800,000; HOME funds, $5,500,000; ESG funds, $1,400,000; and HOPWA funds $1,400,000); now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the 2024 Funding Allocation Plan is approved as attached; and, be it

 

Further Resolved, That the authorization for the funding listed in the resolution is subject to the availability of the Year 2024 community development funding and the release of funds for this purpose by HUD; and, be it

 

Further Resolved, That the Community Development Grants Administration is authorized to prepare and submit the Annual Action Plan for community development funding to the United States Department of Housing and Urban Development (HUD) in accordance with the City’s Strategic Plan.
