Title
Resolution relating to the acceptance of funding from the Wisconsin Elections Commission’s 2023 Absentee Ballot Envelope Subgrant Program by the Election Commission.
Analysis
This resolution authorizes the Election Commission to accept $56,401.70 from the 2023 Absentee Ballot Envelope Subgrant Reimbursement Program, issued by the Wisconsin Elections Commission, for the purpose of purchasing new, redesigned, inner and outer envelopes used for absentee ballots.
Body
Whereas, During a February 2, 2023, meeting, Wisconsin Elections Commission (WEC) staff were directed to redesign Wisconsin’s absentee ballots to ensure compliance with recent court decisions; and
Whereas, At the Commission’s March 3, 2023, meeting, WEC allocated $600,000 of federal funds for the 2023 Absentee Ballot Envelope Subgrant Reimbursement Program, which is being implemented to offset the cost of transitioning to new absentee ballot envelopes for local jurisdictions; and
Whereas, The City of Milwaukee is eligible for these WEC absentee ballot grant funds; and
Whereas, The City’s operation of this grant project from March 3, 2024, to December 31, 2024, would cost $56,401.70, with no City match; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Election’s Commission is authorized to apply for absentee ballot grant funding through Wisconsin Elections Commission’s 2023 Absentee Ballot Envelope Subgrant Reimbursement Program; and, be it
Further Resolved, That the Election Commission is authorized to enter into the attached memorandum of understanding governing the grant program; and, be it
Further Resolved, That the Election Commission shall accept this grant without further approval unless the terms of the grant change as required by s. 304-81 of the Code; and, be it
Further Resolved, That the City Comptroller is authorized to:
