Analysis
This substitute resolution authorizes the Health Department to accept, and fund the 2023-2024 Epidemiology and Laboratory Capacity (ELC): Project E - COVID-19 Enhancing Detection Expansion grant from the Wisconsin Department of Health Services in the amount of $1,968,609 with a City share of $0 and a grantor share of $1,968,609. The funding will provide continued capacity to provide disease surveillance of COVID-19 and other diseases by the Health Department Laboratory.

Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Health Services to sustain surveillance of COVID-19 and other diseases; and

Whereas, The operation of this grant program from August 1, 2023 to July 31, 2024 will cost $1,968,609 comprised of $1,968,609, or 100% grantor share and $0, or 0%, City share; now, therefore, be it;

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant parent account of the 2023 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled ELC COVID-19 Detection Expansion:
