Title

Substitute resolution amending the City of Milwaukee’s legislative package to include a provision urging the State Legislature to adopt legislation assessing child support obligations for those who orphan children in certain motor vehicle accidents. 

Analysis

This resolution directs the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of State legislation to impose child support obligations on individuals who orphan children through the intoxicated use of motor vehicles or other reckless driving. 

Body

Whereas, In recent years, Wisconsin has seen a troubling rise in drunk driving; and

Whereas, According to the National Highway Traffic Safety Administration, drunk driving deaths increased 14% nationally from 2020 to 2021; and

Whereas, According to the Wisconsin Department of Transportation, someone is injured or killed in an impaired driving crash every two hours in Wisconsin; and

Whereas, In Wisconsin, in 2021, 199 people were killed in drunk driving crashes and 6,368 crashes were attributable to impaired drivers; and

Whereas, According to the Wisconsin Department of Transportation, as of Dec 31, 2021, 777,223 currently-licensed drivers in Wisconsin have been convicted of operating while intoxicated at least once; and

Whereas, Annual lost productivity, criminal justice and health care costs attributable to binge drinking in Wisconsin are estimated to be $3.9 billion; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration-Intergovernmental Relations Division is directed to seek introduction and passage of State legislation assessing child support payments to individuals who orphan children through the intoxicated use of motor vehicles or other reckless driving; and, be it
