Analysis
This resolution authorizes the sale of the City’s 8,192 unused Internet Protocol addresses to WiredISP at a price of $39.00 per address, for total gross proceeds of $319,488.
Body
Whereas, The City of Milwaukee owns 16,384 Internet Protocol version 4 (IPv4) addresses (199.196.64.0-199.196.127.255) obtained at no cost from InterNIC on April 6, 1994; and
Whereas, The American Registry for Internet Numbers, the successor to InterNIC, declared exhaustion of its IPv4 addresses pool, creating a resale market as the only available source of IPv4 addresses in North America; and
Whereas, The City of Milwaukee is not actively using any IPv4 addresses in the range of 199.196.96.0 - 199.196.127.255; and
Whereas, The City of Milwaukee recognized $50,000 in the 2023 Budget for miscellaneous revenues associated with the sale of IPv4 addresses; and
Whereas, The City of Milwaukee hired Kalorama Group, LLC via a Request for Proposals to solicit offers for 8,192 unused IPv4 addresses; and
Whereas, WiredISP has offered $39.00 per IPv4 address for a total of $319,488 in gross proceeds from the sale of the City’s unused IPv4 addresses, with net proceeds of $307,305.92 after commission and fees; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the proper City officers are authorized to enter into an agreement with WiredISP for the sale of City-owned Internet Protocol addresses to WiredISP in substantially the same form as the contract attached to this file.
