Analysis
Substitute resolution authorizes the Health Department to accept, and fund 2023-2024 Family Foundations Comprehensive Home Visiting grant from the Wisconsin Department of Children and Families in the amount of $1,856,235 with a City share of $365,287 and a grantor share of $1,490,948. The purpose of the grant is to serve families in need of services related to improving pregnancy outcomes, enhancing family functions, preventing child abuse and neglect and assuring child readiness for school. The 2023-24 grant includes an allocation of American Rescue Plan Act funding from DCF.


Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Children and Families to improve pregnancy outcomes, enhance family functions, prevent child abuse and neglect and assure child readiness for school; and


Whereas, The operation of this grant program from October 1, 2023 to September 30, 2024 will cost $1,856,235 comprised of $1,490,948, or 80%, grantor share and $367,285, or 20%, City share; now, therefore, be it;

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant parent account of the 2023 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Comprehensive Home Visiting Grant:
