Analysis
This resolution establishes a sister city relationship between the City of Milwaukee and Abuja, Nigeria. This sister city relationship shall expire after 5 years unless extended for another 5 years by Common Council resolution.

Body
Whereas, The Common Council created the Sister Cities Committee to assist in the establishment and maintenance of sister city relationships pursuant to Sister Cities International guidelines; and

Whereas, The Sister Cities Committee reviews requests for new relationships, investigates and makes recommendations to the Common Council concerning the establishment of new relationships and the maintenance or termination of existing sister city relationships; and

Whereas, The Sister Cities Committee has reviewed the application of Abuja, Nigeria, and recommends that a sister city relationship be established pursuant to ch. 335 of the Code; and

Whereas, Abuja is situated in the central part of Nigeria, is the eighth most populous city in Nigeria, is known for its vibrant community and diverse population; and
Whereas, Abuja is both the administrative and political capital of Nigeria, headquarters of the Economic Community of West African States (ECOWAS), regional headquarters of the Organization of the Petroleum Exporting Countries (OPEC), signatory to the Global Covenant of Mayors (GCoN) in Sub-Saharan Africa; and
Whereas, Abuja is endowed with natural resources, provides quality post-secondary education, has a vibrant real estate sector driving its economy; and
Whereas, The sister city relationship between the City of Milwaukee and Abuja, Nigeria will benefit both cities by fostering exchange and growth in the sectors of agriculture, health, education, technology, infrastructure, real estate, and other sectors; and
