Analysis
This resolution directs the Milwaukee Water Works to obtain Common Council approval prior to implementing a plan for lead service line replacements.
Body
Whereas, Lead is a toxic substance whose ill effects are cumulative and there is no safe exposure to lead; and

Whereas, Young children are particularly vulnerable to the ill effects of lead exposure; and

Whereas, Lead drinking water service lines pose a threat to the health of City residents and should be replaced; and

Whereas, Replacing all the lead service lines in the Milwaukee Water Works’ drinking water distribution system is a complex undertaking with no evident funding source; and

Whereas, Limited funding requires the Milwaukee Water Works to establish priorities on which neighborhoods and areas of the city benefit from lead service line replacement; and

Whereas, Setting priorities for lead service line replacements requires the Milwaukee Water Works to equitably balance the health, safety and socioeconomic needs of the city’s aldermanic districts; and

Whereas, The Milwaukee Water Works is currently working with community stakeholders to prioritize lead service line replacements by census block utilizing the following three factors:
1. Area Deprivation Index.
2. Incidences of Elevated Blood Lead Levels.
3. Density of lead service lines.

Whereas, Prioritizing the replacement of drinking water lead service lines by the Milwaukee Water Works will significantly affect city residents; and

Whereas, Common Council members are responsible for representing the interests of residents in the aldermanic districts they were elected to serve, and safeguarding their health and safety; now, therefore, be it
