Title

An ordinance relating to the term of appointment for the director of the department of emergency communications.

Analysis

This ordinance limits the director of the department of emergency communications to a term of 4 years, or for the remainder of an unexpired term.

Body

Whereas, The Common Council established the Department of Emergency Communications in October 2021 through the passage of Common Council File Number 210845; and

 

Whereas, The Department is responsible for administering, coordinating and implementing the City's unified emergency communications services; and

 

Whereas, The Fire and Police Commission is charged with appointing a director for the Department of Emergency Communications, but there is no time limit to the director’s term; and

 

Whereas, Limiting the director of the Department to a 4-year term, or to the remainder of an expired term, will ensure that the Fire and Police Commission is regularly reviewing the performance of the director and ensuring that there is a chance for new leadership if deemed appropriate; and

 

Whereas, The Fire and Police Commission could decide to renew the term of the director after the director’s term has lapsed, should the Commission determine that the director’s performance is satisfactory; now, therefore

 

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 390-7 of the code is amended to read:

 

390-7. Director of Emergency Communications.

1. APPOINTMENT.  The director of the department of emergency communications shall be appointed by the fire and police commission >>to a term of office of 4 years <<.
