Title

Resolution authorizing an extension to an agreement with RACM, VOW, and VCP regarding 6767 North 60th Street, in the 9th Aldermanic District.

Analysis

This resolution provides an extension for the timeline to execute the development known as the “tiny home” community project at 6767 North 60th Street.

Body

Whereas, In the fall of 2019, the Common Council of the City of Milwaukee (“Common Council”) in File No. 190778 and the Redevelopment Authority of the City of Milwaukee (“RACM”) in RACM File No. 10789 approved a sale of seven acres of the property at 6767 North 60th Street to Veterans Outreach of Wisconsin (“VOW”) for VOW to construct a “tiny home” village for homeless Veterans; and

 

Whereas, VOW entered into a Purchase and Sale Agreement (“PASA”) with RACM, dated March 31, 2020, and amended by an Amendment dated June 25, 2021 (as amended, that agreement is called the VOW PASA), whereby RACM agreed to convey to VOW Lot 1 of CSM 9190, 6767 North 60th Street, TIN 120-0321-000, Milwaukee, WI (“the Property”); and

 

Whereas, RACM conveyed the Property to VOW on July 9, 2021 by Quit Claim Deed recorded in the Milwaukee County Register of Deeds Office Document No. 11136826; and

 

Whereas, Under the VOW PASA, VOW was to build on the Property a “tiny home” community (with at least 24 tiny homes) and a community building for homeless veterans of the U.S. Armed Forces (based on VOW’s similar operations in Racine, Wisconsin); and

 

Whereas, Due to various factors including the global pandemic, VOW has not commenced construction of the VOW Project and now wishes to convey the Property to Veterans Community Project (“VCP”); and

 

Whereas, VCP will carry forward the initial VOW project of building on the Property a “tiny home” community and associated community building for homeless veterans of the U.S. Armed Forces that is based on VCP’s similar operations in Kansas City, Missouri; and

 

Whereas, The Common Council and the RACM adopted File No. 220294 on July 15, 2022 that allowed VOW to transfer the property to VCP on or before certain dates, and (i) complete the VCP Project; (ii) bring the Property into compliance with the City Health and Building Codes, and landscaping codes; and (iii) obtain a Certificate of Occupancy for all uses from the City; and

 

Whereas, The due dates and deadlines in the agreement in File No. 220294 need to be extended to execute the project; and

 

Whereas, RACM and the Department of Neighborhood Services are working diligently with VCP to ensure the project is designed to comply with all relevant codes and provide the best possible development for the veterans; and

 

Whereas, The development is the first “tiny home” community in the City of Milwaukee and therefore requires substantial due diligence to ensure the same; and

 

Whereas, The VOW, VCP, RACM, and Alderwoman Taylor, support the development and want to move forward with the project; and

 

Whereas, VCP has made substantial progress on refining the VOW site plan and design for a modification to the existing VOW-designed detailed planned development; and

 

Whereas, VCP and RACM are working closely to accomplish the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the appropriate RACM officials are authorized to enter into an amendment extending the agreement, and to undertake such acts as are required by RACM thereunder or in furtherance hereof.
