This resolution reallocates up to $250,000 from the first tranche of American Rescue Plan Act (ARPA) funding from the Office of Violence Prevention to help fund the 2023 Employ Milwaukee Camp Rise Earn and Learn program.
Body
Whereas, On October 21, 2021, the Common Council adopted Resolution File Number 210894, relating to the allocation of the first tranche of American Rescue Plan Act (ARPA) funds, of which $3,270,000 was allocated to the Office of Violence Prevention; and
Whereas, On July 28, 2022, the Common Council adopted Resolution File Number 220526, authorizing the Department of Administration to accept funds from a subaward from the State’s allocation of ARPA funds for the provision of a summer 2022 Earn and Learn Violence Prevention Program with Employ Milwaukee; and
Whereas, On September 1, 2022, the Common Council adopted Resolution File Number 220539, authorizing the Department of Administration to expend funds from a subaward from the State’s allocation of ARPA funds for the provision of a summer 2022 Earn and Learn Violence Prevention Program with Employ Milwaukee; and
Whereas, On April 18, 2023, the Common Council adopted Resolution File Number 221728, authorizing receipt of funds from the Milwaukee Public Schools for use in the Camp Rise Earn and Learn program; and
Whereas, On May 9, 2023, the Common Council adopted Resolution File Number 221957, using remaining funds from the 2022 State ARPA subaward for the 2023 Employ Milwaukee Camp Rise Earn and Learn program; and
Whereas, The Camp Rise Earn and Learn Program offers work-based learning and activities that are structured and staffed by culturally-relatable young adults and senior members of the community wherein the participants receive stipends for each day of attendance to encourage consistent participation and to boost economic resources for youth and their families; and
Whereas, Camp Rise served 200 boys in the pilot year of 2022 and plans to serve 200 boys as well as 50 girls in 2023; and
Whereas, Demand in the form of applications to the program far exceeds the funding currently allocated to the program; and
Whereas, The violence-prevention service that Camp Rise provides to the community furthers the goals of the Office of Violence Prevention; and
Whereas, The success of Camp Rise highlights the immediacy of providing additional funding to it; and
Whereas, The Office of Violence Prevention’s allocation of first-tranche ARPA funds exceeds the Office’s capacity to expend the funds in a timely manner and warrants the assistance of other successful violence-prevention programs; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration is authorized to reallocate up to $209,400 from the Health Department - Office of Violence Prevention’s portion of the first tranche of ARPA allocations to help fund the 2023 Employ Milwaukee Camp Rise Earn and Learn program; and, be it
Further Resolved, That the appropriate City officials are authorized to enter into contracts, subcontracts, subawards, and leases as required to effectuate this program.
