Title

Resolution amending Common Council Resolution File Number 190445, as amended, changing the name of the City-County Task Force on Climate and Economic Equity to the City-County Advisory Board on Climate and Economic Equity, and amending the body’s responsibilities.

Analysis

This resolution changes the name of the City-County Task Force on Climate and Economic Equity to the City-County Advisory Board on Climate and Economic Equity. The resolution further provides that the Board shall review the implementation status of the Climate and Equity Plan as part of the City’s Citywide Policy Plan. Finally, the resolution directs the Board to submit an annual report to the Common Council on the status of the Plan’s implementation.

 Body

Whereas, The City-County Task Force on Climate and Economic Equity was created on July 9, 2019, charged with making recommendations on how to reduce community-wide net greenhouse gas emissions by at least 45% by the year 2030 and achieve net zero greenhouse gas emissions by 2050 or sooner, and mitigate racial and income inequity through green jobs; and

 

Whereas, Since that time, the Task Force has worked diligently to complete its Climate and Equity Plan; and

 

Whereas, In June, 2023, the City-County Task Force on Climate and Economic Equity released its final Climate and Equity Plan; and

 

Whereas, The report recommends “10 Big Ideas” to achieve the City’s Climate goals, including:

 

1. Green Jobs Accelerator.

2. Healthy Home Energy Upgrades.

3. New Net-Zero Energy Homes.

4. Commercial Building Energy Benchmarking and Building Performance Standards.

5. People Centered Transportation and Urban Design.

6. Electrify Transportation.

7. Greening the Electric Grind.

8. Protect and Restore Nature.

9. Waste Reduction and Sustainable Consumption.

10. Resilience Ambassadors.

 

; and

 

Whereas, Implementation of the Climate and Equity Plan as a part of the City’s Citywide Plan will require the continued assistance, diligence and expertise of the Task Force; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that Common Council File Number 190445, adopted July 9, 2019, as amended, is amended as follows:

 

1. The 13th “Whereas” clause is deleted and replaced with:

 

Whereas, A City-County Advisory Board on Climate and Economic Equity, will review implementation of the Climate and Equity Plan, as part of the Citywide Policy Plan; now, therefore, be it

 

2. The “Resolved” clause is deleted and replaced with:

 

Resolved, By the Common Council of the City of Milwaukee, that a City-County Advisory Board on Climate and Economic Equity is created consisting of:

 

1. A Common Council member appointed by the Common Council President.

2. A Milwaukee County Supervisor appointed by the County Board Chair.

3. A representative of Citizen Action of Wisconsin.

4. A representative of the Wisconsin Climate Table.

5. A representative of the Sierra Club.

6. A representative of Community Advocates Public Policy Institute.

7. A representative of the NAACP.

8. A representative of the Milwaukee Area Labor Council.

9. A representative of Clean Wisconsin.

10. A Youth Council representative appointed by the Common Council President.

11. A community member appointed by the Common Council President.

12. A community member appointed by the County Board Chairman.

13. A representative of the Environmental Collaboration Office.

 

; and, be it

 

3. The first 4 “Further Resolved” clauses are deleted and replaced with:

 

Further Resolved, That appointees to the City-County Advisory Board on Climate and Economic Equity may reside outside City of Milwaukee limits, provided they reside within Milwaukee County; and, be it

 

Further Resolved, That the City-County Advisory Board on Climate and Economic Equity is charged with reviewing the implementation of the Climate and Equity Plan as part of the City’s Citywide Policy Plan; and, be it

 

Further Resolved, That the Advisory Board shall submit an annual report to the Common Council on the status of the Plan’s implementation; and, be it

 

Further Resolved, That the Advisory Board shall be co-chaired by the Milwaukee Common Council President or designee, and the Chair of the Milwaukee County Board or designee, and, be it

 

; and, be it

 

4. The 5th “Further Resolved” clause is deleted.

 

5. The final 2 “Further Resolved” clauses are deleted and are replaced with:

 

Further Resolved, That the City Clerk’s Office shall provide staffing support to Advisory Board; and, be it

 

Further Resolved, That all City departments are directed to support and cooperate with the work of the Advisory Board on Climate and Economic Equity.
