Analysis

This resolution directs the Commissioner of Public Works to enter into an agreement with the Wisconsin Department of Transportation for the development, implementation and funding of traffic signal liming and other improvements to mitigate traffic diversion on city streets due to construction activity on Interstate Highway 43 in 2023 and 2024. The total cost of these measures is $25,000 of which 100% is grantor funded.

Body

Whereas, The Wisconsin Dcpmiment of Transp01iation has begun construction on a pavement and bridge rehabilitation and replacement project on Interstate Highway 43 in Milwaukee County between West Brown Street and West Capitol Drive, with construction continuing in 2023 and 2024; and

 

Whereas, Construction activity on the Interstate Highway system is expected to result in the diversion of traffic onto the local street system during this project due to lane and ramp closures  on the freeway and local street bridge closures above the freeway; and

 

Whereas, Preliminary approval has been received from the Wisconsin Department of Transportation, along with a Project Agreement to be executed by the City of Milwaukee, to provide reimbursement of actual costs associated with traffic signal timing and other improvements provided by the city for local street mitigation measures in conjunction with Interstate Highway 43 construction; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and

Whereas, The total estimated cost to provide local street traffic mitigation measures in 2023 and 2024 is $25,000 of which 100% is grantor funded; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby directed to execute the Project Agreement  to provide  reimbursement  of the actual costs for necessary services and items provided by the city for local street vehicular, pedestrian, and bicycle traffic mitigation measures in conjunction with the Interstate Highway 43 project, copies of which are attached and incorporated  in  this resolution  by reference  as though set fo1ih in full; and, be it

 

Further Resolved, That the City Engineer is hereby authorized to implement traffic control measures due lo traffic diversion onto local streets from the Interstate Highway 43 project in 2023 and 2024; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield values for the project (Expenditure) and transfer to these accounts the amount required under the Project Agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total  amounts reserved for the grantor's share and local share or $5,000, whichever  is greater, as  follows:
