This resolution directs the Department of City Development, the Department of Neighborhood Services, the Assessor’s Office, and necessary City departments to make recommendations to the Common Council relating to regulations of short-term property rental alternatives to hotels in the city of Milwaukee within 60 days of adoption of this resolution.
Body
Whereas, Short-term property rentals lasting fewer than 30 days, including rentals facilitated through online hosting platforms such as Airbnb, VRBO, and HomeAway, have become increasingly popular as an alternative to hotels, motels, bed and breakfast establishments, and other traditional transient accommodations, and

Whereas, An alternative short-term property rental typically involves either renting a spare room while the primary occupant or “host” remains in residence or renting an entire home or apartment while the host is not in residence; and

Whereas, A third type of alternative short-term property rental involves investment properties without permanent occupants that are made continuously available for short-term rentals; and

Whereas, Short-term property rentals generate income for the property owners of those rental units while relying on City services that are provided by surrounding resident taxpayers without the rental unit property owners contributing funds for the additional burden on services; now, therefore, be it
