Analysis

This substitute ordinance changes the rates of pay in the following departments:

City Attorney, Department of Employee Relations, Fire and Police Commission, Health Department (Office of the Commissioner and Health Administration, Clinical Services Division, Community Health Division, Environmental Health Division), Library, Department of Public Works (Operations Division, Transportation Fund)

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 1CX, delete the title of “Health Project Supervisor - WIC (3)” and delete footnote “(3)” in its entirety.

 

Under Pay Range 1GX, delete the title of “Community Violence Prevention Operations Manager (13)” and add the title of “Community Violence Prevention Manager (13)”.

 

Under Pay Range 1HX, delete the title of “Health and Customer Service Manager (7)” and add the title of “Health Customer Service Manager (7)”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 13, 2023 - June 11, 2023):

 

Under Pay Range 1AX, delete the titles of “Parking Enforcement Supervisor (1)” and “Tow Lot Supervisor”.

 

Under Pay Range 1CX, delete the titles of “Parking Enforcement Assistant Manager” and “Tow Lot Assistant Manager”, and add the titles of “Parking Enforcement Supervisor (1) (3)” and “Tow Lot Supervisor (3)”, and add new footnote “(3)” to read as follows:

Under Pay Range 1DX, delete the title of “Parking Services Supervisor (1)”.

Under Pay Range 1IX, add the titles of “Parking Enforcement Manager (8)” and “Tow Lot Manager (8)”.

 

Under Pay Range 1JX, delete the title of “Parking Services Manager (2)”.

 

Under Pay Range 1KX, add the title of “Parking Services Manager (4)”.

 

Part 3.  Part 1, Section 2 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 2CN, delete footnote “(1)” and renumber remaining footnotes accordingly.

 

Under Pay Range 2FN, amend footnote “(8)” to read as follows:

Under Pay Range 2IN, add footnote designation “(12)” to the title of “Public Health Nurse 3 (11)” and add new footnote “(12)” to read as follows:

 

“(12)                      An employee will receive a special attainment rate of $30 biweekly for a related master’s degree or nursing certification as designated by the Commissioner of Public Health. Certifications must be maintained to continue to receive the additional rate.”

 

Part 4.  Part 1, Section 2 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 12, 2023 - May 28, 2023):

 

Under Pay Range 2CN, add the title of “Library Connected Learning Specialist (3)”.

 

Part 5.  Part 1, Section 2 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 13, 2023 - June 11, 2023):

 

Under Pay Range 2EN, delete the title of “Paralegal (2)”, add the title of “Parking Administrative Services Coordinator (10)”, delete footnote “(2)” in its entirety, and renumber remaining footnotes accordingly.

 

Under Pay Range 2FN, add the title of “Paralegal (4)”.

 

Under Pay Range 2FX, add the title of “Legal Administrative Specialist - Senior (3)” and add new footnote “(3)” to read as follows:

Under Pay Range 2GX, delete the titles of “Parking Citation Review Manager” and “Paralegal - Lead (8)”.

Under Pay Range 2JX, delete the title of “Transportation Financial Analyst (1)(4)”.

 

Under Pay Range 2KX, add the titles of “Transportation Financial Analyst (3) (4)” and “Transportation Accountant (3)”, and add new footnote “(4)” to read as follows:

 

“(4)                     The incumbents of positions in this class, if certified by the Commissioner of Public Works as being, when appropriate, regularly involved in snow and ice control operations which result in an excessive amount of overtime work, to receive 4.8% additional biweekly salary as compensation for such overtime work.”

 

Part 6.  Part 1, Section 3 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 13, 2023 - June 11, 2023):

 

Under Pay Range 3DN, delete the title of “Parking Meter Technician (1)”, delete footnote “(1)” in its entirety, and renumber remaining footnotes accordingly.

 

Under Pay Range 3GN, delete the title “Parking Meter Technician-Lead (2)” and delete footnote “(2)” in its entirety.

 

Part 7.  Part 1, Section 5 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 13, 2023 - June 11, 2023):

 

Under Pay Range 5EN, delete the title of “Tow Lot Assistant IV”.

 

Under Pay Range 5GN, add the titles of “Communications Assistant - Senior (5)” and “Tow Lot Assistant III (5)”, and add new footnote “(5)” to read as follows:

 

“(5)                     Recruitment is at:

Under Pay Range 6HN, delete the title of “Tow Lot Assistant III (2)”.

 

Under Pay Range 6JN, delete footnote designations “(4)” and “(5)” from the title of “Communications Assistant IV (1) (4) (5)”; delete the title of “Legal Office Assistant (3)”; and delete footnotes “(3)”, “(4)”, and “(5)” in their entirety.

 

Under Pay Range 6LN, delete the title of “Legal Office Assistant - Senior (1)”.

Part 13.  The provisions of Parts 2, 5, 6, 7, 8, and 9 of this ordinance are deemed to be in force and effect from and after Pay Period 13, 2023 (June 11, 2023).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 14.  This ordinance will take effect and be in force from and after its passage and publication.
