Minutes note: Holly Rutenbeck - DPW 1st Aldermanic District N. 38th St. — W. Rohr Ave. to W. Custer Ave. (ST211230126) Installing traffic calming speed hump(s). Ms. Rutenbeck said that the alderwoman supports the project based on the results of the post card survey. Ald. Westmoreland moved approval. There were no objections. 2nd Aldermanic District W. Marion st. - N. 60th st. to N. 61st st. (ST211230127) Installing traffic calming speed hump(s). Ms. Rutenbeck said that the alderman supports the project based on the results of the post card survey. Ald. Zamarripa moved approval. There were no objections. 3rd Aldermanic District N. Stowell Ave. — E. Locust St. to E. Linnwood Ave. (ST211220245) Installing traffic calming speed hump(s). Ald. Brostoff requested 2 speed humps instead. Ms. Rutenbeck said that they will check with the engineers for a suitable evaluation. Ald. Brostoff moved approval. Westmoreland moved approval. There were no objections. 14th Aldermanic District E. Montana St. — S. Pine Ave. to S. Howell Ave. (ST 211210155) Installing traffic calming speed hump(s). Neighbors in opposition: Barbara Szymenski - 2776 S Quincy St - said that they have lived there for 47 years and that they have not experienced any traffic issues until a stop sign that was installed few years ago but nothing before. She added that they have 32 school buses driving on the street every single day and that there are only 2 houses on her block. Barbara Walter - 2781 S Taylor Av - said that she is concerned about the emergency vehicles that use that street a lot. Neighbors in support: Gary Hollander - 2779 S Humboldt Av - said that he is the one who started the petition and that besides the 32 school buses that service the high school, there are another 4 schools in the area that also use this street and that it is the way to get to the park as well. He said that it is unsafe to cross the street but that 4 speed humps are a lot and that 2 are welcomed. Ald. Dimitrijevic said that 4 speed humps are a lot, that she hopes that this request be re-evaluated and that there is a need to slow people down. She added that results of the post card survey are in favor and that she will go with what the majority asked for. Ms. Rutenbeck said that a total of 12 postcards were mailed out with 5 returned in favor and 2 in opposition. Ald. Brostoff moved approval. Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $381,975.  The total estimated cost of these projects is $446,200.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

1st Aldermanic District

 

N. 38th St. - W. Rohr Ave. to W. Custer Ave. (ST211230126) Installing traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $2,310; Nonassessable Reconstruction Paving Fund -- $1,000).  The total estimated cost for this project including the requested amount is $6,900. This project is anticipated to be completed during the 2023 construction season.

 

2nd Aldermanic District

 

W. Marion St. - N. 60th St. to N. 61st St. (ST211230127) Installing traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $615; Nonassessable Reconstruction Paving Fund -- $1,000).  The total estimated cost for this project including the requested amount is $6,900. This project is anticipated to be completed during the 2023 construction season.

N. 49th St. - W. Lloyd St. to W. Garfield Ave. (ST211220238) Installing traffic calming speed hump(s). (Assessable Reconstruction Paving Fund - $1,875; Nonassessable Reconstruction Paving Fund -- $1,000).  The total estimated cost for this project including the requested amount is $6,500. This project is anticipated to be completed during the 2023 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved That a portion of the speed hump projects will be utilizing ARPA (American Rescue Plan Act) funds:  The project/grant number is RG1515236105; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects N. 38th St. (ST211230126), W. Marion St. (ST211230127), N. Stowell Ave. (ST211220245), W. Glendale Ave. (ST211210198), E. Montana St. (ST211210155), N. 15th St. (ST211160149), N. 24th Pl. (ST211220254), N. 33rd St. (ST211230129), N. 38th St. (ST211220251), N. 49th St. (ST211220238) will be billed after January 1, 2025, but not before 12 months after the project contract has been completed.
