Resolution relative to the cost participation and installation of traffic control signal improvements under two Signals and ITS Standalone Program projects at 41 intersections in various Aldermanic Districts at a total estimated cost of $320,832.91 with an estimated grantor share of $288,749.62, and an estimated City share of $32,083.29 and to install these improvements upon execution of the agreement. This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the two projects. The total estimated cost of both projects is $437,700, with a grantor share of $392,430, and a City share of $45,570.

Whereas, The Project Agreements for the installation of traffic control signal improvements at 41 intersections was approved by the Common Council under File Number 220560; and,
Whereas, The Signals and ITS Standalone Program is intended to fund traffic signal improvements on roadways on the Connecting Highway system; and
Whereas, Forty one intersections have been identified for the installation of larger twelve inch signals and video vehicle detection; and
Whereas, The installation of video detection is expected to reduce delays for all roadway users at 7 intersections citywide; and
Whereas, The installation of larger twelve inch signal displays at the 34 intersections will reduce the frequency and severity of crashes throughout the project area, particularly right angle and rear end crashes; and
Whereas, The total estimated cost of the two projects is $297,067.51 for the upgrade of traffic control signals; and
Whereas, The total estimated cost for state review for the project is $23,765.40; and
Whereas, $32,083.29 is not reimbursable and is included in the Division’s 2023 Capital Purpose Project Grant Number ST320230000; and
Whereas, $267,360.76, is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2023 Capital Grant and Aids Projects Fund Project Grant Number SP032230100; and
Whereas, $21,388.86, is non-reimbursable from the Wisconsin Department of Transportation; and
Whereas, The State cannot proceed with any project cost overruns and changes in scope of more than 5% without prior Department of Public Works approval; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to enter into a funding agreements and are directed to execute the agreement with the Wisconsin Department of Transportation for the installation of traffic control signal improvements under two Signals and ITS Standalone Program projects at 41 intersections with unit prices based on a predetermined estimate prepared under the Federal State aided highway program, copies of which are attached to this resolution, and is incorporated into this resolution as though set forth in full; and be it
Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install traffic control improvements at the 41 intersections identified; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project Grant Chartfield Value for the two projects; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
