Substitute resolution relative to changes in the 2023 HUD funding for Community Development Block Grant, HOME Investment Partnership, Emergency Solutions Grant and Housing Opportunities for Persons With AIDS.

Body

Whereas, The Common Council of the City of Milwaukee on 12/13/22 approved the anticipated HUD funding awards for the 2023 program year as follows: Community Development Block Grant (CDBG) $15,800,000; HOME Investment Partnership (HOME) $5,500,000; Emergency Solutions Grant (ESG) $1,300,000 and Housing Opportunities for Persons With AIDS (HOPWA) $1,000,000; and

 

Whereas, The Community Development Grants Administration (CDGA) was notified by HUD that the actual 2023 funding awards are as follows: CDBG $15,931,961; HOME $5,921,708; ESG $1,420,425 and HOPWA $1,447,975; and

 

Whereas, The increase for CDBG is $131,961, an increase for HOME of $421,708, an increase for ESG of $120,425 and an increase for HOPWA of $447,975.  Refer to Attachment A for specific allocation details; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee hereby approves the changes to the 2023 HUD awards as stated in Attachment A; and, be it

 

Further Resolved, That the Community Development Grants Administration is responsible for awarding Subrecipient contracts for these approved activities; and, be it

 

Further Resolved, That the Subrecipient organizations shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Development Grants Administration and the City Comptroller for review and approval; and, be it

 

Further Resolved, That payments for all cost incurred shall be paid in accordance with approved reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller; and, be it

 

Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common council File Number 74-92-5v are fully applicable to the 2023 Community Development Entitlement Funding Program.
