Title

Substitute resolution to utilize remaining funds from the 2022 State of Wisconsin ARPA subaward for the 2023 Employ Milwaukee Camp Rise earn and learn program.

 

Analysis

This resolution authorizes the City of Milwaukee’s Department of Administration to amend a subaward from the State of Wisconsin-Department of Administration’s allocation of the State and Local Fiscal Recovery Funds from the American Rescue Plan Act for the provision of a summer 2022 and 2023 earn and learn violence prevention program with Employ Milwaukee.

Body

 

Whereas, The State of Wisconsin, Department of Administration subawarded the amount of $635,224 from its State and Local Fiscal Recovery Fund American Rescue Plan Act allocation to the City of Milwaukee to provide a summer earn and learn program to the City’s youth during the summer of 2022, which acceptance and expenditure was authorized by Common Council Resolutions Nos. 220539 and 220526; and

 

Whereas, The program is administered by the City’s subrecipient partner, Employ Milwaukee, as a means of providing early violence intervention; and

 

Whereas, The subaward is for the period from March 2021 through December 2026; and

 

Whereas, The subaward is provided entirely by the grantor with no City match; and

 

Whereas, The program definition in the agreement executed between the City and the State of Wisconsin defined the program as a “summer 2022” program; and

 

Whereas, After the 2022 program year, there are unspent funds in the amount of $309,321.45 and Employ Milwaukee, Inc. wishes to spend these funds on the same programming during the summer of 2023; and

 

Whereas, The City has sent an amendment request to the State of Wisconsin seeking to change the program definition from “summer 2022” to “summer 2022 and summer 2023” programming; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration is authorized to execute an amendment of the program agreement with the State of Wisconsin changing the program definition as described above; and be it

Further Resolved, That these funds remain budgeted to the Department of Administration, which is authorized to: enter into contracts, subcontracts, subawards and leases as required to effectuate this program.
