Minutes note: Holly Rutenbeck - DPW - said that this program is designed for neighbors requesting that the sidewalks being repaved due cracks and trees breaking the pavement. She said that 300 sidewalks are redone each year with a $4.50 per sq/ft of assessment fee (while the City pays $12-$13 per sq/ft).

Title

Substitute resolution authorizing area-wide and scattered sites sidewalk replacement at various areas and appropriating funds for these purposes with the city construction cost estimated to be $1,790,000 for a total estimated cost of these projects being $1,990,000.

 

Analysis

To provide the necessary authority for sidewalk repairs at various areas.  The City cost of these projects approved by this resolution is estimated to be $1,805,000.  The total estimated cost of these projects is $2,005,000.

 

Whereas, It is necessary and in the public interest to replace those sidewalk stones which are cracked, broken, out of grade or otherwise a hazard to pedestrians; and

 

Whereas, It is proposed that sidewalk replacement work be done in the following locations at the indicated cost:

 

3rd, 10th and 12th Aldermanic Districts

 

Area bounded by - E. North Av., N. Oakland Av., E. Irving Pl., E. Boylston St. and the Milwaukee River; and Area Bounded by W. Vine St., N. 47th St., W. Lloyd St., and N. Hi Mount Blvd. (ST230230101) File Number 221268: Laying concrete walk.  Doing all necessary grading pertaining to said work.  (Assessable Sidewalk Reconstruction Paving Fund -- $200,000; Nonassessable Sidewalk Reconstruction Paving Fund -- $625,000).  The total estimated cost for this project including the requested amount is $925,000.  This project is anticipated to be completed during the 2023 construction season.

 

ADA ramps for 2023 Area wide sidewalk repair areas (ST216230105): Replace curb and gutter and sidewalk as necessary (Nonassessable High Impact Paving Fund -- $150,000).  The total estimated cost of this project including the requested amount is $150,000.  This project is anticipated to be completed during the 2023 construction season.

City Wide

 

2023 Scattered Sites (ST230230102) File Number 221268:  Laying concrete walk.  Doing all necessary grading pertaining to said work.  (Assessable Sidewalk Reconstruction Paving Fund -- $55,000; Nonassessable Sidewalk Reconstruction Paving Fund -- $760,000).  The total estimated cost for this project including the requested amount is $915,000. This project is anticipated to be completed during the 2023 construction season.

 

Resolved, That said Commissioner of Public Works is authorized to proceed with said work in accordance with said report pursuant to Section 66.0704 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work.
