Minutes note: Holly Rutenbeck - DPW Ald. Stamper explained that the speed humps requests start with a signed petition from neighbors, that a survey with a letter is mailed out to the entire block. He added that if the office does not receive the post card survey back, it is counted as in favor like it is specified on the same post card. 1st Aldermanic District N. 19th Pl. - W. Olive st. to W. Congress St. (ST211180237) Installing traffic calming speed hump(s). Ms. Rutenbeck said that there was not an elected official when the survey was conducted and that out of 46 properties surveyed only 2 opposed. Ald. Westmoreland move approval. Neighbors present: Tara Ferguson - 2505 N 1st St - she said that she has lived there for 20 years, that she has bought a second property because she likes the houses, the area, the neighbors and that slowing traffic is desperately needed due the reckless driving. Ms. Smith - 116 W Wright St - she said that she is in objection and wonders what happens on emergency situations with all of those speed humps. She also said that she requested a speed study and that she hopes that the results be shared because she wants to know how many accidents have happened during the last 13 years. She also said that she was supposed to receive the letter with the names and telephone numbers from the people that was surveyed Shirley Ferguson - 117 W Wright St - she said that she has owned her home for 35 years and that she spent a lot of time outdoors (gardening, fencing, etc) and that she has seen the speeding and reckless driving increasing and that it is important to slow the traffic down because there are families with young children on the street. Ald. Brostoff moved approval. There were no objections. 7th Aldermanic District N. 40th st. - W. Ruby Ave. to W. Glendale Ave. (ST211230114) Installing traffic calming speed hump(s). Ms. Rutenbeck said that the alderman is in support of the project based on the survey results: 31 properties were surveyed with 1 in favor and 2 opposed. Neighbors present: Mr. Felton Benton - 4511 N 40th St - said that he and his wife collected the signatures for the speed hump because there are families with young children and that the neighborhood wants the children to play outside. Ald. Westmoreland moved approval. There were no objections. N. 46th St. — W. Auer Ave. to W. Concordia Ave. (ST211230115) Installing traffic calming speed hump(s). Neighbors present: Jack Dills- 3276 N 46th St - he said that he has lived in that block for 22 years which has been quiet until lately that they have had speeding and reckless driving issues because the block is like a runway. He added that they have a lot of retirees. Ms. Rutenbeck said that the alderman supports the project based on the survey results: 34 properties were surveyed with 4 in favor 2 opposed. Ald. Zamarripa moved approval. There were no objections. N. 50th St. — W. Nash St. to W. Vienna Ave. (ST211230113) Installing traffic calming speed hump(s). Ms. Rutenbeck said that 30 properties were surveyed with 5 in favor 2 opposed. Neighbors present: Mark Rider - 3744-3746 N 50th St - he said that City means well but that he is in opposition and that speed humps are a hammer for the solution because they stress everything in the vehicle. He added that speed tables are a much better solution (take care of the problem and do not stress the vehicles) and, that he did not see that option on the survey. He also said that we need to hit the traffic violators in the wallet. Ms. Rutenbeck said that speed tables are used more on arterials ways where they need to keep the traffic speed under 30 miles p/hour and that they are made out of concrete which doubles the cost. Timothy Smith - 3728 N 50th St - he said that the problem is getting worse even after reducing lanes and that he is in support because people do not slow down even if you are getting in/out of the vehicle. He also said that he is willing to pay for the total. Ald. Stamper moved approval. There were no objections. 8th Aldermanic District S. 23rd st. - W. Mitchell st. to W. Lapham st. Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $606,535.  The total estimated cost of these projects is $969,900.

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved That a portion of the speed hump projects will be utilizing ARPA (American Rescue Plan Act) funds:  The project/grant number is RG1515236105; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
