Minutes note: Ken Barbeau, HACM’s Chief Operating Officer - Program Services, talked about the agreement between the Housing Authority of the City of Milwaukee (HACM) and the Milwaukee Health Department. This agreement will allow both parties to share data without violating HIPAA laws and described how HACM will respond to elevated blood levels in residents. This is especially challenging with the Housing Choice Voucher (HCV) program because those properties are privately owned and not controlled by HACM. Commissioners asked about the number of residents reported with elevated lead levels with the HCV program, to which the response was less than ten reported per year.

Body
WHEREAS, child lead poisoning has serious negative consequences on childhood growth and development, with deteriorated lead-based paint and lead-contaminated dust as the most hazardous sources of lead exposure for children; and
WHEREAS, HUD Notice PIH 2017-13 section 13 requests public housing authorities (PHAs) to enter into a data sharing agreement between the PHA and the local health department to provide an updated list of housing choice voucher (HCV) property addresses so that the health department may evaluate wither they have information about Elevated Blood Lead Level (EBLL) incidences at specific addresses with HCV participant families;
WHEREAS, the Housing Authority of the City of Milwaukee worked with the Milwaukee Health Department to develop an Intergovernmental Cooperation Agreement to allow the sharing of data and to ensure it is protected and maintained as confidential; and
WHEREAS, if a match occurs, HACM will follow and comply with the requirements in partnership with the property owner and health department as outlined in Notice PIH 2017-13 as well as the requirements in this Intergovernmental Cooperation Agreement, including but not limited to appropriate notifications, performing environmental investigation at the property, and the completion of lead hazard control work; therefore, be it
