Title
A substitute ordinance to further amend the 2023 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
Department of Administration (Information and Technology Management Division), Health Department (Community Health Division; Environmental Health Division; Policy, Innovation & Engagement Division), Police Department

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 9, 2023 - April 16, 2023):
Under Pay Range 1DX, delete the title of “Consumer Environmental Health Supervisor (2) (3)”.
Under Pay Range 1GX, add the title of “Consumer Environmental Health Manager (16)”.
Under Pay Range 1IX, add footnote designation “(2)” to the titles of “Consumer Environmental Health Director (1)”, “Home Environmental Health Director (1)”, and “Public Health Emergency Response Planning Director (1)”.
Part 2. Part 1, Section 2 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 2HX, un-highlight “2HX” in the pay range title.
Part 3. Part 1, Section 2 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2023 - December 25, 2022):
Under Pay Range 2HN, add the title “Crime Scene Investigator I (15)”.
Under Pay Range 2IN, add the title “Crime Scene Investigator II (10)”.
Part 4. Part 1, Section 2 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 9, 2023 - April 16, 2023):
Under Pay Range 2FN, delete the titles of “Environmental Health Coordinator (4)” and “Home Environmental Health Coordinator (9)”, delete footnotes “(4)” and “(9)” in their entirety, and renumber remaining footnotes accordingly.
Under Pay Range 2HN, add the titles of “Consumer Environmental Health Coordinator (21)”, “Home Environmental Health Coordinator (21)”, “Public Health Emergency Response Planning Coordinator (22)”; and add new footnotes “(21)” and “(22)” to read as follows:

Under Pay Range 2HX, delete the title of “Public Health Emergency Response Planning Coordinator (1)”.
Under Pay Range 2LX, add footnote designation “(2)” to the titles of “ERS Database Administrator”, “ERS Server Administrator”, “ERS Software Developer”, “Systems Analyst - Project Leader (1)”, and “Telecommunications Analyst - Project Leader”.
Part 5. Part 1, Section 2 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 10, 2023 - April 30, 2023):
Under Pay Range 2EN, delete the title of “Doula”.
Under Pay Range 2FN, add the title of “Doula 1 (8)”.
Under Pay Range 2GN, add the title of “Doula 2 (20)”.
Under Pay Range 2HN, add the title of “Doula 3 (17)”.
Under Pay Range 2MX, add the title of “Workforce Development Administrator (2)”.
Part 6. Part 1, Section 3 of ordinance File Number 220650 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 9, 2023 - April 16, 2023):
Under Pay Range 3LN, delete the title of “Environmental Health Specialist (3)”, add the title of “Consumer Environmental Health Inspector 1 (4)”, delete footnote “(3)” in its entirety, and renumber remaining footnotes accordingly.
Under Pay Range 3MN, add the title of “Consumer Environmental Health Inspector 2 (4)”.
Under Pay Range 3RN, add the titles of “Consumer Environmental Health Inspector 3 (3)” and “Consumer Environmental Health Inspector 4 (2)”.
Part 7. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 8. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2023 (December 25, 2022).
Part 9. The provisions of Parts 1, 4, and 6 of this ordinance are deemed to be in force and effect from and after Pay Period 9, 2023 (April 16, 2023).
Part 10. The provisions of Part 5 of this ordinance are deemed to be in force and effect from and after Pay Period 10, 2023 (April 30, 2023).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 11. This ordinance will take effect and be in force from and after its passage and publication.
