Analysis
This charter ordinance establishes that the city purchasing director shall determine the anticipated procurement method for any proposed new city service contract, service contract amendment, or service contract extension, with an estimated cost of $500,000 or more. The procurement method shall be determined before the proposed executive budget is presented to the Common Council for review. The Common Council shall be notified if there are any changes to the procurement method after the budget is adopted.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 18-03-3 of the code is amended to read:
18-03. Budget Estimates.
3. >>CONTINGENT FUND.<< Any department whose funds are not subject to the control of the common council may include in its estimate such sum as it deems reasonably necessary for a contingent fund for emergency purposes or other purposes which may arise during the year requiring the expenditure of money in addition to the sums provided for the several purposes or for purposes for which no express provision is made in the budget.
Part 2. Section 18-03-4-0 of the code is created to read:

5. PURCHASING CONTRACTS. The city purchasing director shall determine, before the proposed executive budget is presented to the Common Council, the anticipated procurement method for any proposed new city service contract, service contract amendment, or service contract extension, that has an estimated cost of $500,000 or more. The Common Council shall be notified if there are any changes to the procurement method after adoption of the executive budget.
Part 4. This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within such 60 days a referendum petition is filed and provided in s. 66.0101(5), Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting thereon.
