Title

A substitute ordinance to further amend the 2023 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Department of Administration (Community Development Grants Administration Division), Fire Department, Health Department (Clinical Services Division, Community Health Division, Policy, Innovation & Engagement Division), Library, Police Department

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Department of Administration, Community Development Grants Administration Division”, delete one position of “Grant Compliance Manager (A)(X)(Y)”, add one position of “Grant Compliance Manager (Y)”, delete one position of “Assistant Grants Fiscal Manager (Y)” and add one position “Assistant Grants Fiscal Manager (A)(X)(Y)”.

 

Under “Fire Department, Operations Bureau Decision Unit”, add new footnote “(R)” to read the following:

 

“(R)                     Position authority to expire August 2, 2024.”

 

Under “Special Operations”, add two positions of “Battalion Chief, Fire (R)”.

 

Under “Health Department, Clinical Services Division”, amend footnotes “(B)”, “(F)” and add footnote “(II)” to read the following:

 

“(B)                      To expire 12/31/23 unless the HIV Partner Services grant is extended.”

 

“(F)                      To expire 12/31/23 unless the STD AAPPS/Infertility Prevention grant is extended.”

 

“(II)                      To expire 6/30/23 unless the Lab Public Health Emergency Preparedness grant is extended.”

 

Under “Laboratory”, add footnote designation “(II)” to one position of “Microbiologist” and one position of “Virologist (AA)(BB)”.

 

Under “Sexual & Reproductive Health”, add footnote designation “(B)” to one position of “Disease Intervention Specialist Coordinator”, delete footnote designations “(B)” and “(F)” from one position of “Disease Intervention Specialist 3 (B)(F)(X)(D)”, delete footnote designation “(F)” from four positions of “Disease Intervention Specialist 3 (B)(F)(X)”, and add footnote designation “(F)” to one position of “Disease Intervention Specialist Coordinator” and one position of “Disease Intervention Specialist 3 (X)”.

 

Under “Community Health Division”, amend footnote “(N)” to read the following:

 

“(N)                      To expire 12/31/23 unless the Newborn Hearing grant is extended.”

 

Under “Policy, Innovation & Engagement Division”, amend footnote “(II)” to read the following:

 

“(II)                      To expire 9/30/23 unless the Wisconsin Supplemental Nutrition Assistance Program-Education Grant is extended. Partially funds one position of Public Health Strategist.”

 

Under “Police Department”, amend footnotes “(K)”, “(N)”, and “(Z)” to read the following:

 

“(K)                      High Intensity Drug Trafficking Areas (HIDTA) Program Grant: Position authority to expire if HIDTA funding and the HIDTA program are discontinued or on 12/31/23, unless the HIDTA Program Grant is extended.”

 

“(N)                      Milwaukee Metropolitan Drug Enforcement Group Grant: Position authority to expire 12/31/23, unless the Milwaukee Metropolitan Drug Enforcement Group Grant is extended.”

 

“(Z)                      Homeland Security Program Southeast Wisconsin Threat Analysis Center (STAC) Intelligence and Infrastructure Protection Analyst Grant: Position authority for 1 grant funded intelligence analyst position to expire on 12/31/2023 unless the Homeland Security STAC Intelligence and Infrastructure Protection Analyst grant is extended.”

 

Part 2.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 3, 2023 - January 22, 2023):

 

Under “Library, Administrative Services Decision Unit, Business Section”, delete one position of “Library Business Manager (Y)”, add one position of “Business Finance Manager (Y)”, delete one position of “Administrative Specialist - Senior (Y)”, add one position of “Procurement and Compliance Manager (Y)”, delete one position of “Program Assistant II (Y)”, add one position of “Procurement Specialist (Y)”, delete one position of “Accounting Assistant III”, add one position of “Management Accountant Senior”, delete one position of “Accounting Assistant II”, and add one position of “Accounting Program Assistant III”.

 

Under “Operations Division”, delete one position of “Office Assistant IV” and add one position of “Library Business Analyst”.

 

Under “Human Resources Section”, delete two positions of “Personnel Payroll Assistant III” and add two positions of “Human Resources Assistant”.

 

Part 3.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 4.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 3, 2023 (January 22, 2023).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 5.  This ordinance will take effect and be in force from and after its passage and publication.
