Title

Resolution relating to acceptance and funding of the 2023 Wisconsin Department of Transportation Bureau of Transportation Safety Impaired Driving Enforcement grant.

Analysis

This resolution authorizes the Milwaukee Police Department to accept and fund a 2023 Impaired Driving Enforcement grant from the Wisconsin Department of Transportation Bureau of Transportation Safety in the amount of $249,200 with a city in-kind share of $50,000 and a grantor share of $199,200.  The purpose of the grant is to detect and apprehend motor vehicle operators under the influence of an intoxicant or controlled substance. The grant funds a multi-jurisdictional traffic safety task force focused on decreasing traffic crashes and obtaining voluntary compliance with traffic regulations to decrease fatalities and serious injury collisions.

Body

Whereas, Under the terms of CFDA #20.616, the City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Transportation Bureau of Transportation Safety to detect and apprehend motor vehicle operators under the influence of an intoxicant or controlled substance; and

 

Whereas, The operation of this grant from 10/1/2022 to 9/30/2023 would cost $249,200 of which, $50,000 (~20%) would be provided by the city and $199,200 (~80%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2023 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2023 Impaired Driving Enforcement Grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.  Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant

budget and incur costs consistent with the award date;

 

2.                     Transfer funds within the project budget as long as the amount expended for each

specific purpose does not exceed the amount authorized by the budget by 10 percent; and

 

3.                     Enter into agreements as detailed in the grant budget.
