Substitute resolution relating to the Clean Water Advisory Council.

Analysis                      

This resolution rescinds Common Council resolution Number 930554, adopted in 1993, which created the Clean Water Advisory Council, and creates the Safe Drinking Water Work Group.

 

Body

Whereas, When faced with drinking water-related public health concerns, the City of Milwaukee seeks to undertake an integrated approach by sharing technical information among relevant bodies, analyzing and improving Milwaukee Water Works’ operations and services, and communicating effectively to customers when taking action to address emerging water quality concerns; and

 

Whereas, In 1993 the Common Council adopted File Number 930554, creating a Clean Water Advisory Council as a result of the Common Council Water Crisis Fact Finding Committee’s recommendation that such that such a body, holding regular meetings, be created; and

 

Whereas, The Advisory Council’s mission was to protect public health by promoting the regular exchange of information about water quality, and public health-related science; and

 

Whereas, The names and responsibilities of many participating agencies of the Advisory Council have changed since being created; and

 

Whereas, Modern surveillance tools and reporting requirements, along with technologies such as email, cellular phones, and video-conferencing, allow health officials to monitor water quality data and communicate with other officials in real-time; and

 

Whereas, The Department of Public Works and Water Works recognize the need to maintain regular communication and work collaboratively with other departments and agencies such as the Department of Neighborhood Services, the Milwaukee Health Department, the Milwaukee Metropolitan Sewerage District, the Wisconsin Department of Natural Resources, and the Wisconsin Department of Health Services; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that Common Council resolution Number 930554 creating the Clean Water Advisory Council is rescinded; and, be it

 

Further Resolved, That the Safe Drinking Water Work Group is established as an ad hoc work group, which may include representatives of the Administration, Infrastructure and Water Works Divisions of the Department of Public Works, Department of Neighborhood Services, Milwaukee Health Department, Milwaukee Metropolitan Sewerage District, Wisconsin Department of Natural Resources, Wisconsin Department of Health Services, and other departments, organizations and individuals as needed; and, be it

 

Further Resolved, Although the Safe Drinking Water Work Group has no formal duties, its general mission is to protect public health by promoting the regular exchange of information about water quality and public health-related science and the resiliency and preparedness of drinking water infrastructure, and to support Milwaukee Water Works' responses to drinking water-related public health concerns; and, be it

 

Further Resolved, That the chairperson of the Safe Drinking Water Work Group shall be the Superintendent of the Milwaukee Water Works; and, be it

Further Resolved, That the Safe Drinking Water Work Group will meet as needed to facilitate an integrated approach to water quality issues
