Minutes note: Holly Rutenbeck - DPW Neighbors in Opposition: Ursula Hall - 3822 W Hampton Av - said that she should not be paying anything at all and wants to know how this project will affect her home, because two years ago, she had a sewer back up situation that has not been addressed by the City yet. Ms. Rutenbeck said that they won't be excavating anything deep, it is just a sidewalk replacement.

Title

Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $3,265,713.84.  The total estimated cost of these projects is $9,708,236.84.

Body

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

1st and 7th Aldermanic Districts

 

W. Hampton Ave. - N. 29th St. to N. 60th St. (ST3201904XX) (2545-09-71) File Number 200576: Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (7‘ width of tree border area), signals, street lighting and grading.  This project is anticipated to be completed during the 2023 construction season.

 

Grantor Non-Reimbursable Paving Fund - $5,602,193.91

Grantor Reimbursable Paving Fund -- $840,329.09

City Share Assessable Paving Fund -- $46,300

City Share Non-Assessable Paving Fund - $3,219,413.84

 

These funds are to be transferred to the construction account (ST3201904XX) (2545-09-71)

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects W. Hampton Ave. (ST3201904XX) will be billed after January 1, 2025, but not before 12 months after the project contract has been completed.
