Title

Resolution relating to Joint Public Safety Radio Upgrade capital project.

Analysis

This resolution provides that the Police Department’s Joint Public Safety Radio Upgrade capital project shall abide by s. 16-05-2 of the Code and be competitively bid.

 

Body

Whereas, The 2023 Adopted Budget includes a Common Council-added footnote (Amendment 47A) to the Police Department’s Joint Public Safety Radio Upgrade capital project providing that the project will abide by s. 16-05-2 of the Code and be competitively bid; and

 

Whereas, The multi-year city-wide public safety radio system project calls for the use of $5.5 million in tax-levy supported borrowing in the 2023 Adopted Budget; and

 

Whereas, All future expenditures, grants, or borrowing on the estimated $45 million project shall also be competitively bid through a Request For Proposals process; and

 

Whereas, The Common Council recognizes the need for necessary upgrades; and

 

Whereas, The Common Council recognizes that a transparent process is necessary to fulfill their obligation of proper oversight of City funds and that a “sole source” or “single source” designation is not needed to achieve the desired outcome; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Police Department’s Joint Public Safety Radio Upgrade capital project in the 2023 Adopted Budget shall abide by s. 16-05-2 of the Code and be competitively bid; and, be it

 

Further Resolved, That all future expenditures, grants, or borrowing on the estimated $45 million project shall also be competitively bid through a Request-for-Proposals process.
