Title

A substitute ordinance to further amend the 2023 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Department of Administration (Community Development Grants Administration Division, Office of the Director), City Attorney, Health Department (Community Health Division, Clinical Services Division, Environmental Health Division, Office of the Commissioner and Health Administration, Policy, Innovation and Engagement Division), Mayor, Department of Public Works (Administrative Services Division, Water Works)

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Health Department, Community Health Division”, add one position of “Reproductive Health Navigator (X)(WW)”, add footnote “(WW)”, and amend footnotes “(C)” and “(J)”, and “(HHH)” to read as follows:

 

“(C)                      To expire 12/31/2023 unless the Women, Infants & Children grant is extended.”

 

“(J)                      To expire 12/31/2023 unless the 2023 Maternal & Child Health grant is extended.”

 

“(WW)                      To expire 09/30/2024 unless the CDC Public Health Infrastructure grant is extended.”

 

“(HHH)                      To expire 12/31/2023 unless the Forward Health Outreach/CHAP grant is extended.”

 

Under “Prenatal & Reproductive Health”, delete two positions of “Community Outreach Specialist (X)(J)” and add three positions of “Community Outreach Specialist (X)”.

 

Under “Women, Infants & Children”, add footnote designation “(C)” to one position of “Nutritionist - Bilingual (X)”.

 

Under “Clinical Services Division”, add footnote designation “(WW)” to one position of “Public Health Clinic Operations Director (Y)”, add new footnote “(WW)”, and amend footnotes “(U)” and “(DD)” to read as follows:

 

“(U)                      To expire 12/31/2023 unless the Family Planning Grant is extended.”

 

“(DD)                                           To expire 12/31/2023 unless the Immunization Action Plan grant is extended.”

 

“(WW)                      To expire 09/30/2024 unless the CDC Public Health Infrastructure grant is extended.”

 

Under “Disease Control & Prevention”, delete one position of “Public Health Nurse Coordinator (X)(G)(P)(DD)(HH)(A)(LL)”; add one position of “Public Health Nurse Coordinator (X)(G)(DD)(HH)”; and add footnote designation “(WW)” to one position of “Office Assistant III (A)(DD)”, two positions of “Public Health Nurse Coordinator (X)(G)(P)(DD)(HH)”, and one position of “Public Health Nurse Supervisor (A)(P)(X)(Y)(LL)”.

 

Under “Environmental Health Division”, add footnote designation “(Z)” to one position of “Deputy Commissioner of Environmental Health (X)(Y)”, amend footnote “(Z)”, and add new footnote “(AAA)” to read as follows:

Under “Home Environmental Health”, add footnote designation “(AAA)” to one position of “Home Environmental Health Coordinator (X)(TT)” and one position of “Home Environmental Health Coordinator (X)(TT)(QQ)”, delete footnote designation “(Z)” from one position of “Home Environmental Health Manager (Z)(TT)” and one position of “Public Health Nurse 3 (G)(X)(Z)”, and add one position of “Public Health Nurse Coordinator (G)(X)(TT)(Z)”.

 

Under “Office of the Commissioner and Health Administration”, delete footnote “(J)”, and add footnotes “(VV)” and “(WW)” to read as follows:

 

“(VV)                      To expire 09/30/2024 unless the Violence Reduction - Public Health & Safety Team grant is extended.”

 

“(WW)                      To expire 09/30/2024 unless the CDC Public Health Infrastructure grant is extended.”

 

Under “Office of Violence Prevention”, delete one position of “Community Outreach Specialist (J)(X)” and add footnote “(VV)” to one position of “Community Violence Prevention Program Coordinator (X)(Y)” and one position of “Community Violence Prevention Program Coordinator (X)(YY)”.

 

Under “Finance & Administration”, add one position of “Grant Budget Specialist (WW)”.

 

Under “Policy, Innovation and Engagement Division”, add one position of “Public Health Strategist Coordinator (A)”; add one position of “Workforce Development Coordinator (X)(WW)”; add one position of “Research & Policy Analyst (WW)”; amend footnotes “(I)” and “(J)”; and add footnotes “(A)”, “(D)”, ”(WW)”, and “(AAA)” to read as follows:

 

“(A)                      Position funded by End Overdose MKE SPA. Position authority will terminate upon expiration of End Overdose MKE SPA funding.”

 

“(D)                      To expire 07/31/2023 unless the ELC: Project S/SURRG grant is extended.”

 

“(I)                      To expire 9/30/2023 unless the Preventive Health grant is extended.”

 

“(J)                      To expire 12/31/2023 unless the 2023 Maternal & Child Health grant is extended.”

 

“(WW)                      To expire 09/30/2024 unless the CDC Public Health Infrastructure grant is extended.”

 

“(AAA)                      To expire 9/30/2025 unless the Comprehensive Opioid, Stimulant, and Substance Abuse grant is extended.”

 

Under “Communications”, add footnote designation “(WW)” to one position of “Marketing & Communications Coordinator (X)(Y)(T)” and one position of “Graphic Designer (T)”.

 

Under “Planning & Research”, add footnote designation “(WW)” to three positions of “Public Health Strategist (X)(Y)(T)” and one position of “Public Health Strategist (X)(Y)”, add footnote designation “(AAA)” to one position of “Public Health Strategist (X)(Y)(I)(T)”, and delete footnote designation “(I)” from one position of “Public Health Strategist (X)(Y)(I)(J)”.

 

Under “Community Health Planning & Coordination”, add footnote designation “(WW)” to one position of “Epidemiologist (T)(X)(Y)” and two positions of “Data & Evaluation Coordinator (T)(X)(Y)”, delete footnote designation “(J)” from one position of “Epidemiologist (X)(Y)(J)”, and add footnote designation “(D)” to one position of “Epidemiologist (X)(Y)(J)” and one position of “Data and Evaluation Coordinator(X)(Y)”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 20, 2022 - September 18, 2022):

 

Under “Department of Administration, Community Development Grants Administration Division”, delete one position of “Grant Compliance Manager (Y)” and add one position of “Assistant Grants Fiscal Manager (Y)”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2023 - December 25, 2022):

 

Under “Department of Administration, Office of the Director”, add one position of “Vision Zero Policy Director”.

 

Under “Department of Public Works - Administrative Services Division, Finance and Planning Section”, delete one position of “Leave Coordinator” and add one position of “Leave Administration Coordinator”.

 

Under “Mayor, Administration”, delete one position of “Director of Vision Zero”.

 

Part 4.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 3, 2023 - January 22, 2023):

 

Under “City Attorney, Legal Division”, delete one position of “Paralegal” and add one position of “Paralegal - Lead”.

 

Under “Department of Public Works - Water Works, Plants - North Organization, Linwood and North Water Production”, delete two positions of “Water Plant Operations Supervisor (X)” and add two positions of “Water Plant and Systems Manager (X)”.

 

Under “Department of Public Works - Water Works, Plants - South Organization, Howard and South Water Production”, delete one position of “Water Plant Operations Supervisor (X)” and add one position of “Water Plant and Systems Manager (X)”.

 

Part 5.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 6.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 20, 2022 (September 18, 2022).

 

Part 7.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2023 (December 25, 2022).

 

Part 8.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 3, 2023 (January 22, 2023).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
