Title
An ordinance relating to exceptions to time limits on parking regulations.

Analysis
Currently, the code provides that time limitations on parking, including parking meter zones, shall not be in force between the hours of midnight and 7 a.m., or on Sundays and holidays. This ordinance provides that time limitations on parking, including parking meter zones, may be in force during these hours or on these days if the commissioner determines, subject to common council approval, that such limitations are appropriate and the limitations apply to one of the following areas:
a. A specified event area of up to a one-half-mile radius surrounding Fiserv Forum, except any area in which there are single-family homes, during a special event, including both sides of any boundary street of the event area.
b. A specified event area of up to a one-half-mile radius surrounding the Henry W. Maier festival park during a special event, including both sides of any boundary street of the event area.
c. A specified event area of up to a one-half-mile radius from any other special event occurring within the boundaries shown on the central business district map attached to this file, except any area in which there are single-family homes, including both sides of any boundary street of the event area.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 101-28-1 of the code is repealed and recreated to read:
101-28. Time Limits on Parking Regulations.
1. EXCEPTIONS. Time limitations on parking, including parking meter zones, shall not be in force between the hours of midnight and 7 a.m., or on Sundays and holidays, unless the commissioner of public works determines, subject to common council approval, that time limitations, including parking meter zones, shall be in force in one of the following areas:
a. A specified event area of up to a one-half-mile radius surrounding Fiserv Forum, except any area in which there are single-family homes, during a special event, including both sides of any boundary street of the event area.
b. A specified event area of up to a one-half-mile radius surrounding the Henry W. Maier festival park during a special event, including both sides of any boundary street of the event area.
c. A specified event area of up to a one-half-mile radius from any other special event occurring within the boundaries shown on the map attached to common council file number 221187, except any area in which there are single-family homes, including both sides of any boundary street of the event area.
