Title

Substitute resolution relating to acceptance and funding of the Epidemiology and Laboratory Capacity Project: Lab Readiness Network (LRN) A2 grant from the Wisconsin Department of Health Services.

 

 

Analysis

This resolution authorizes the Health Department to accept, and fund the Epidemiology & Lab Capacity Project: LRN A2 grant from the Wisconsin Department of Health Services in the amount of $156,000 with a City share of $0, or 0%, and a grantor share of $156,000. The funding will increase public health preparedness to respond to emergencies by procuring, implementing, and maintaining new automated and high-throughput laboratory technologies.

 

 

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Health Services to increase public health laboratory capacity to respond to public health emergencies; and

 

Whereas, The operation of this grant program from August 1, 2022 to July 31, 2023 will cost $156,000 comprised of $156,000 or 100% grantor share and $0 or 0% City share; now, therefore, be it;

 

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent account of the 2022 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled ELC: Project A2 LRN:

2.  Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, that these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Expend from the 2022 grant budget funds for specific items of equipment; and,

 

3.                     Expend from the 2022 grant budget funds for training and out-of-town travel by departmental staff.
