Title
Substitute resolution relative to the acceptance and funding of the 2023 Lead Detection Grant from the State of Wisconsin Department of Health Services.

Analysis
This resolution authorizes the Health Department to accept, and fund the 2023 Lead Detection grant from the Wisconsin Department of Health Services in the amount of $253,643 with a City share of $0 and a grantor share of $253,643. The funding will provide support for follow up to families whose children have tests showing lead concentrations in their blood at or greater than 5 ug\dL, assessment of homes for children testing with elevated levels, and nursing case management.

Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Health Services to providing testing follow-up, public health nursing, and property assessment for children with blood lead test results above a certain level; and

Whereas, The operation of this grant program from January 1, 2023 to December 31, 2023 will cost $253,643 comprised of $253,643, or 100%, grantor share and $0, or 0%, City share; now, therefore, be it;

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant parent account of the 2023 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2023 Consolidated Lead Detection:
