Title
Substitute resolution relative to the acceptance and funding of the 2023 Maternal and Child Health Grant from the Wisconsin Department of Health Services.
Analysis
Substitute resolution authorizes the Health Department to accept, and fund the Maternal & Child Health block grant, including the Strong Baby program and the City’s role in Fetal & Infant Mortality Review (FIMR) from the Wisconsin Department of Health Services in the amount of $755,857 with a City share of $323,939 and a grantor share of $431,918. The funding will provide support for community outreach and education and public health strategy building as well as data analysis on maternal & child health in Milwaukee.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Health Services to provide assessment and analysis of maternal and child health as well as community outreach and education on maternal & child health; and
Whereas, The operation of this grant program from January 1, 2023 to December 31, 2023 will cost $755,857 comprised of $431,918, or 57%, grantor share and $323,939, or 43%, City share; now, therefore, be it;
Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2023 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Maternal & Child Health:

2. Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2023 grant budget funds for specific items of equipment; and,
3. Expend from the 2023 grant budget funds for training and out-of-town travel by departmental staff; and,
Further Resolved, That the Common Council directs that the 2023 Positions Ordinance C.C. File Number 220651, should be amended as follows:
