Title

A substitute ordinance to further amend the 2023 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Common Council - City Clerk, Department of Emergency Communications, Employes’ Retirement System, Fire Department, Health Department (Clinical Services Division, Community Health Division), Police Department

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Health Department, Clinical Services Division”, amend footnotes “(A)” and “(P)” to read:

 

“(A)                      To expire 6/30/2023 unless the CDC Public Health Preparedness grant is extended.”

 

“(P)                      To expire 6/30/2023 unless the Cities Readiness Initiative grant is extended.”

 

Under “Community Health Division, Empowering Families of Milwaukee (EFM)”, delete one position of “Office Assistant II (E)”, add one position of “Community Health Administrative Assistant (E)”, and amend footnote “(E)” to read:

 

“(E)                     To expire 09/30/23 unless the Family Foundations Comprehensive Home Visiting Grant is extended.”

 

Under “Police Department”, add new footnote “(AB)” to read as follows:

 

“(BB) COPS Hiring Program Grant: Position authority for 50 grant funded police officer positions to expire on 9/30/2027 unless the COPS Hiring Program grant is extended and maintained for a period of not less than 12 months following the end of the grant, unless the COPS Hiring Grant is extended.”

 

Under “Assigned As Needed Within Decision Unit”, add fifty positions of “Police Officer (BB)”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 24, 2022 - November 13, 2022):

 

Under “Common Council - City Clerk, Municipal Research Center, City Records Center”, delete five positions of “Document Technician” and add five positions of “Document Technician III”.

 

Under “Employes’ Retirement System, Membership Services”, delete one position of “Program Assistant II”, add one position of “Records Services Supervisor”, delete one position of “ERS - Disability Deputy Director (Y)”, and add one position of “Employes’ Retirement System - Deputy Director (Y)”.

 

Under “Police Department, Records Management Section”, delete one position of “Document Technician” and add one position of “Document Technician III”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 220651 relative to offices and positions in the City Service is hereby amended as follows  (Effective Pay Period 1, 2023 - December 25, 2022):

 

Under “Department of Emergency Communications”, add one position of “Fire Dispatch Manager”, add two positions of “Fire Dispatch Assistant Manager”, add six positions of “Fire Dispatcher - Senior”, add twenty-four positions of “911 Dispatcher”, and add two positions of “911 Dispatcher (0.50 FTE)”.

 

Under “Fire Department, Support Services Bureau Decision Unit, Technical Services/Dispatch Division”, delete one position of “Fire Dispatch Manager”, delete two positions of “Fire Dispatch Assistant Manager”, delete six positions of “Fire Dispatcher - Senior”, delete twenty-four positions of “911 Dispatcher”, and delete two positions of “911 Dispatcher (0.50 FTE)”.

 

Part 4.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 5.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 24, 2022 (November 13, 2022).

 

Part 6.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2023 (December 25, 2022).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 7.  This ordinance will take effect and be in force from and after its passage and publication.
