Substitute resolution relating to acceptance and funding of a U.S. Department of Justice Bureau of Justice Assistance Byrne Criminal Justice Innovation Program grant from the Medical College of Wisconsin.

 

Analysis

Substitute resolution authorizes the Health Department to accept, and fund the U.S. Department of Justice Bureau of Justice Assistance Byrne Criminal Justice Innovation Program grant from the Medical College of Wisconsin (MCW) in the amount of $208,874 with a City share of $0 and a grantor share of $208,874. The funding will provide for the Health Department’s Office of Violence Prevention to join and take part in the inter-jurisdictional partnership known as Violence Reduction - Public Health & Safety Team.

 

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Medical College of Wisconsin via the U.S. Department of Justice to take part in a joint effort to reduce violence known as the Violence Reduction - Public Health & Safety Team (VR-PHAST); and

 

Whereas, The operation of this grant program from April 1, 2022 to September 30, 2024 will cost $208,874 comprised of $208,874 or 100% grantor share and $0 or 0% City share; now, therefore, be it;

 

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement in substantially the same form as the agreement included in this file; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent account of the 2022 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled OVP - VR-PHAST:

2.  Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Expend from the 2022 grant budget funds for training and out-of-town travel by departmental staff; and,

 

Further Resolved, That the Common Council directs that the 2022 Positions Ordinance C.C. File Number 210761, should be amended as follows:
