Analysis

Resolution authorizing the Commissioner of Public Works to execute a project agreement title “Cost Sharing Memo of Understanding Between the City of Milwaukee Department of Public Works and the Redevelopment Authority” for the cost of the engineering and construction of a new alley bounded by West McKinley Avenue (ext'd), West Vliet Street, North 20th Street, and North 21st Street in the 4th Aldermanic District with a total estimated cost of $155,000.

Body

Whereas, The alley is requested by RACM to support the development of the former McKinley school located at 2001 West Vliet Street; and

Whereas, Gorman and Co.,  plans to develop 35 affordable rental units and construct four single-family homes along West Vliet Street on the school site’s northern boundary, and

Whereas, this alley is needed as part of the development, and

Whereas, The Department of Public Works did the design and estimate of the project for RACM; and

Whereas, RACM is requesting that DPW oversee the contract work for the installation of the alley and will pay the cost of the alley, including the engineering, oversight, and construction costs; and

Whereas, The DPW will be the lead agency of the project design and construction; and

Whereas; RACM has agreed to pay for the alley through the developer agreement process; and

Whereas, This project is programmed for construction in 2022; and

Whereas, The preliminary engineering was approved in Resolution File Number 211748 (ST214220101); and

Whereas, a portion of the alley is included in MMSD Green Infrastructure Solutions grant, estimated at $65,000; and

Whereas, Funding for the construction phase of the project will be included in a Resolution 220619; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public works is hereby authorized to execute the project agreement titled “Cost Sharing Memo of Understanding Between the City of Milwaukee and the Redevelopment Authority for the engineering and construction of a new alley bounded by West McKinley Avenue (ext'd), West Vliet Street, North 20th Street, and North 21st Street; and, be it

Further Resolved, That minor changes to the memo of understanding which do not change its intent are hereby approved.
