Substitute resolution directing the City Clerk to contract for consulting/lobbying services.
Analysis
This resolution authorizes the City Clerk to contract up to $49,950 from the City Clerk’s Professional Services account for professional consulting/lobbying services related to engaging and coordinating with the Office of the Governor, the Wisconsin State Legislature and relevant state agencies, with the goal of securing the City of Milwaukee’s long-term financial solvency. The resolution further states that services may include developing and coordinating with organizations and stakeholders in identifying additional revenue options, future pension models and investigating long-term fiscal solutions.
Body
Whereas, The City Clerk’s Office performs a number of essential functions on behalf of the City and the Common Council; and
Whereas, The City faces a financial crisis that can only be resolved through collaboration with the Wisconsin state government; and
Whereas, The solution to the City’s fiscal situation will most likely require a number of different approaches for additional revenue sources, potential changes to pension models and other solutions that will put the City on the path to long-term fiscal solvency; and
Whereas, It would be in the best interest of the City of Milwaukee to employ a lobbyist/consultant experienced with Wisconsin state government and negotiations between different levels of government, who can advise the city on the most prudent and productive approach going forward; and
Whereas, The funds for lobbying/consultant services shall come from the City Clerk professional services account to ensure Common Council participation in the lobbyist/consultant’s activities; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Clerk’s Office is authorized to contract up to $49,950 from the City Clerk’s Professional Services account for consulting/lobbying services related to collaborating with the Office of the Governor, the Wisconsin State Legislature and relevant state agencies, with the goal of working securing the City of Milwaukee’s long-term financial solvency; and, be it
Further Resolved, That contracted services may include developing and coordinating with organizations and stakeholders in identifying additional revenue options, researching future pension models and investigating other, long-term fiscal solutions.
