Resolution directing the Commissioner of Public Works to execute State/Municipal Agreements for a State-Let Highway Project with the Wisconsin Department of Transportation for the construction of IH 41 Airport Freeway (84th Street to 35th Street); and IH 41 Airport Freeway (STH 36/Loomis Road) Bridge, and to set up funds for construction at an estimated total cost of $53,385,110 with an estimated City share of $381 and a grantor share of $53,384,729.
Analysis
This resolution directs the Commissioner of Public Works to execute State/Municipal Agreements with the Wisconsin Department of Transportation for the construction of IH 41 Airport Freeway (84th Street to 35th Street); and IH 41 Airport Freeway (STH 36/Loomis Road) Bridge. The State/Municipal Agreements provide for 90 percent Federal and State aid and 10 percent local cost sharing for water main protection and water valve adjustments. The total estimated cost of this project is $56,992,660 with an estimated City share of $381 and a grantor share of $56,992,279.

Whereas, Project agreements have been requested and received from the Wisconsin Department of Transportation (WisDOT) to be executed by the City of Milwaukee for the construction of IH 41 Airport Freeway (84th Street to 35th Street); and IH 41 Airport Freeway (STH 36/Loomis Road) Bridge, with Federal and State aid; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute the agreement for the programming, design, and construction of the aforementioned connecting highway project with Federal and/or State aid, copies of which are attached to Common Council Resolution File Number _________, and are incorporated into this resolution by reference as though set forth in full; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for construction for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
